Summary:

Ensure that people are paid correctly and on time, utilizing rates such as base pay, overtime and prevailing wage. Performs all activitiesnecessary to process one or more payrolls, including maintaining related records, filing tax reports, and preparing management reports,including prevailing wage/certified payroll reports. Responsible for preparing payroll related ledger entries, accounting transactions and calculations, and reconciliations, including stock compensation, deferred compensation, imputed income and other wage-related transactions and reports.

Minimum Qualifications:

Five years of experience in accounting or finance

Five years of payroll experience

Bachelor’s Degree from an accredited institution preferably with a focus in Accounting or Business‐related field, or equivalent experience

Knowledge, Skills and Abilities:

Experience with processing or managing multi‐company payrolls using a third‐party payroll provider system

Experience with processing multi‐state payroll with an understanding of state labor law and tax withholding requirements

Experience with prevailing wage and preparing certified payroll reports desired

Solid general accounting experience with knowledge of accounting standards and controls

Highly proficient in MS Excel

Ability to research tax‐related issues with internal and external resources

ERP and business software experience

Excellent verbal and written communication skills

Strong skills using and understanding the flow of transactions in an integrated and automated payroll, timekeeping and accounting system

Ability to maintain confidentiality and exercise extreme discretion

Demonstrate emotional intelligence and a service mindset

Excellent problem solving/judgment skills and the ability to work independently and under time constraints

Strong organizational skills, high level of attention to detail and accuracy

Ability to handle and prioritize multiple tasks and meet deadlines

Essential Functions:

Prepare, analyze, and process payroll transactions in a timely manner such as payment of hours worked, personal time off, employee benefits, application of benefit deductions, tax withholdings etc.

Evaluate payroll data for accuracy and trends, perform analysis and regular audits

Research agency prevailing wage requirements and process payroll utilizing appropriate rates for prevailing wage jobs; prepare and submit Certified Payroll Reports for all prevailing wage jobs

Research and apply state labor law tax and withholding requirements

Reconcile 941s, distribute and coordinate W2 processing, coordinate and document amendments and corrections

Maintain employee confidence and protect payroll operations by keeping information confidential

Coordinate communication and information flow between payroll and human resources to ensure proper maintenance of employee data and build a strong relationship between the departments

Respond timely to employee and departmental information requests

Maintain and provide supporting documentation for audits, such as agency, financial, labor related and internal control Design, document and implement appropriate payroll procedures and processes to ensure payroll is working efficiently and in compliance with company policies and objectives; assess the need for systematic enhancements in order to increase payroll efficiency

Calculate commission and bonus payments and supporting accruals

Reconcile and analyze assigned balance sheet and related expense accounts

Prepare ledger journal entries for payroll and other accruals and recurring and ad hoc transactions

Physical Demands:

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, toolsor controls; reach with hands and arms; climb stairs; talk and hear. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Must be able to work in front of screens for extended periods.
