Project Overview:

This position is with the NS&E Functional Supply Chain purchasing/subcontracts team and reports directly to the NS&E Supply Chain Operations Manager. This position is full time remote but does require quarterly business trips to the Reston office.

Job Summary:

In this role, you will be responsible for the planning, formation, award, administration and close-out of small and medium-sized, routine and moderately complex subcontracts and purchase orders in accordance with established policies and procedures. Performs tasks as assigned to include, but not limited to, planning, bidder prequalification, development of bidder lists, development of bid solicitation packages, bid analysis, negotiations, administration, change management, and close-out of subcontracts, purchase orders and consultancy agreements. #LI-SF1

Major Responsibilities:

* Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions* Forms bid packages and issues bid requests; coordinates bidders' questions; and receives bidder proposals* Prepares Commercial Bid Summary and recommendations to award* Prepares and commits purchase orders, subcontracts, and consultancy agreements within their authority* Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order

Education and Experience Requirements:

* Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience

Required Knowledge, Skills, and Abilities:

* Working knowledge of the fixed-price family of subcontracts with stated experience in subcontracts according to procurement regulations, policies and practices.* Demonstrated administrative and organizational skills.* Demonstrated oral and written communication skills.* Experience in developing various subcontract types and purchase orders.* Experience in developing and recommending potential solutions to contractual problems and concerns to management.* Basic understanding of Federal Contracts and the flow-down of applicable clauses and requirements.* Working knowledge of the fixed-price family of construction and technical service type subcontracts with proven experience in change management requirements.* Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.* Working understanding of federal contracts and the flow-down and enforcement of applicable clauses and requirements, such as labor laws, environmental laws, safety, security, quality matters.* Working knowledge of the Digital Supply Chain System (DSCS)* Working knowledge of both Bechtel National and Bechtel Power policies and procedures.
