Project Overview:
Bechtel Parsons Blue Grass is the systems contractor selected by the Department of Defense’s Assembled Chemical Weapons Alternatives program to design, build, systemize, test, operate, and close a facility to destroy the chemical weapons stockpile at the Blue Grass Army Depot in Richmond, Kentucky. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) will safely destroy 523 tons of mustard and nerve agent in projectiles and rockets. Neutralization followed by supercritical water oxidation is the technology selected by the Department of Defense to destroy the nerve agent, while the Explosive Destruction Technology will be used to destroy the mustard in the Blue Grass chemical weapons stockpile.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. The ability to obtain/maintain access to the Blue Grass Army Depot is required. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is looking for a Deputy Safety & Health Manager at the Richmond, KY site location. This position will report to the Project Safety & Health Manager at the BGCAPP project.
Job Summary:
A Deputy ES&H Manager helps develop and execute the safety component of an Environmental, Safety and Health (ES&H) program. This involves administrative and field tasks per established industry practices, procedures, and regulatory and Bechtel requirements. The position requires practical application of occupational safety and related disciplines for managing safety and health aspects of a project or facility. #LI-EH1
Major Responsibilities:
Develops and manages a project-level safety and health program, or a major component of it, for a large-scale or complex project inclusive of technical and administrative aspects and compliance activities.
Assures that safety and health requirements are integrated in planning documents, decommissioning and demolition planning.
Prepares technical and regulatory reports, and research issues to support ES&H program execution.
Provides technical support within ES&H teams and to other project groups, so that safety and health requirements are integrated within project planning, design, construction planning, procurement, subcontracts, commissioning, and other project functions.
Works with other project-level functional leads (e.g., engineering, construction, commissioning and startup, subcontracts, procurement, project controls, document control) to assist them in addressing safety and health requirements in their work products and activities.
Coordinates with the global business unit’s Safety Manager regarding significant issues and support needs.
Prepares or participates in preparation of the project Environmental, Safety and Health Management Plan, safety and health specific plans, project-specific control plans, and safety and health awareness and training programs in compliance with Bechtel standards, ES&H Management System, and contract and regulatory requirements.
Emphasizes and uses risk assessment and Bechtel's ES&H Management System to help achieve continual improvement of the ES&H program.
Participates in ES&H emergency preparedness planning and confirms investigation and resolution of safety incidents.
Evaluates incidents and ES&H performance trends.
Builds working relationships with stakeholders and addresses their issues.
Supervises project-assigned safety and health personnel.
Participates in meetings with customers, project team members, and contractors/subcontractors to advise them of safety/health requirements.
Provides technical support and assistance to construction supervision and subcontractors in planning and executing field activities.
Conducts assessments and inspections of project activities to monitor ES&H compliance with contractual commitments, laws and regulations, and Bechtel requirements.
Analyzes data, tracks ES&H performance and trends, and prepares technical reports.
Facilitates support for ES&H team members, inclusive of all ES&H disciplines
Education and Experience Requirements:
Bachelor's degree in occupational safety, health, or a science-related discipline from an accredited university or college and 10-13 years of experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
Ability to research and comprehend organizational and regulatory requirements.
Excellent oral and written communication skills.
Computer skills for preparing presentations, data management, and report preparation.
Analytical skills related to sampling, monitoring, and recordkeeping.
Adaptable and able to work outdoors in a field environment under various weather conditions.
Ability to support multiple work shifts, as needed, and a wide range of tasks.
Valid driver’s license.
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
