Nature of Work

Manages the operations, security and configuration of network server hardware and software in a multiple operating system environment; assures the security and integrity of the City’s network resources.

Environmental Factors

Work is performed in a standard office environment.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues . Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities

Assures the overall integrity, security and reliability of the network systems; administers a network infrastructure to support present and future operational needs; exercises independent judgment within broad policy guidelines; evaluates and analyzes network issues, and recommends and implements solutions; performs network trouble-shooting to diagnose system problems; identifies, resolves and repairs problems within scope of authority.

Monitors network environment, access, security, functionality and utilization; resolves traffic, security, and access issues; assures optimum network performance, system integrity and maximum uptime; monitors network server hardware and operating systems, and performs system backups; installs and configures network hardware, software and upgrades; prepares and updates technical documentation.

Monitors and resolves network operations; identifies and assesses hardware and software needs, and recommends improvements; monitors network security and virus updates; administers e-mail systems; manages local and remote access; creates user accounts, resource access, and file-share lists;

Installs, upgrades and configures network devices and components, such as routers, terminal servers, VOIP hardware and software, and switches; checks physical wiring and component connectivity, and assures system safety and reliability; researches, evaluates and tests new hardware and software, and provides recommendations; maintains inventories of equipment; tracks and monitors registrations and licenses.

Minimum Qualifications

Bachelor's Degree in Information Technology or related field AND two year’s experience in network administration. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Licenses/Certification(s)

Valid driver’s license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies. Microsoft (MCSE/MCSA) and/or Cisco (CCNA/CCNP/CCSP) professional certification may be required.

Knowledge, Skills, and Abilities

Knowledge of: Principles and practices of network administration, including data communications protocols and topologies, computer components and peripherals; system access and security guidelines and procedures; hardware and software troubleshooting techniques in a networked environment; techniques for use of network hardware including hubs, routers, and other devices; Local and Wide Area Network (LAN/WAN) administration techniques and network engineering principles; Telecommunications Industry Association (TIA), Electronics Industry Alliance (EIA), American National Standards Institute (ANSI), and other technical codes and standards; the design and integration of relational databases, network operating systems and communications systems, and other technical applications unique to City departments; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.

Ability to: perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, and assure compliance with a variety of policies, procedures, rules, standards, and regulations governing related activities and functions; collect applicable information and maintain accurate and timely records; maintain confidentiality of information and data; communicate effectively orally and in writing and use interpersonal skills to sufficiently exchange or convey information and receive work direction; prepare and present accurate and reliable information and reports; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; safely and effectively operate relevant tools, equipment, and motorized vehicles; navigate across even and uneven surfaces; timely and accurately enter data and update records using various mediums and formats; take initiative and exercise sound independent judgment within established procedural guidelines and carry out primary responsibilities in accordance with all governing regulations, statutes, and procedures to ensure achievement of goals and objectives.
