*About the Position: * Serves as Chief, Contracting Division, responsible for acquiring for all necessary supplies, services, and construction in support of the Seattle District's mission, to include serving as the District's senior acquisition official and primary contracting officer vested with unlimited warrant authority to contract.

Duties

Serves as Contracting Officer on significant (high dollar, complex or special interest) contracts.Serves as the Contracting (CP14) Career Program Manager for the District.Plans for, requests and negotiates the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets.Performs continuing review of the Contracting activities to ensure that management objectives are being met.Implements contracting laws, higher authority directives and policy, develops and issues local guidance.Represents the Government as Contracting Officer before various judicial and administrative boards regarding the resolution of protests and disputes brought by or against the Government.

Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.This is a Critical Acquisition Position.The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance.This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.Incumbent is required to successfully complete the Civilian Education System Course and the Supervisory Development Course within 12 months of being assigned to the position.This position has been designated "Mission Essential". In the event of any emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.Must execute a written tenure agreement to remain in Federal service in the position for at least three years.Incumbent is required to sign a Mobility Agreement Statement in accordance with HQUSACE Directorate of Contracting guidance.As a Contracting Officer (KO) an Unlimited Warrant must be obtained within 6 months.
