Landscape Maintenance Inspector

Under general direction of the Landscape Manager, assists with inspecting the level and quality of service provided by private landscape maintenance contractors, private arborist contractors, and private fuel modification/weed abatement contractors to the Landscape Maintenance Districts (LMD), Landscape Lighting Act Districts (LLAD), and all City owned properties. The following tasks are essential for this position. Incumbents in this classification may not perform all of these tasks, or may perform similar related tasks not listed here.
Assists with preparing and analyzing annual budgets related to the landscape districts and landscape maintenance of city properties.Assists with preparation of bid documents for landscape maintenance services.Assists in preparing and administering landscape maintenance contracts and professional service agreements for LMD, Calabasas Lake, LLADs, City parks, public works, fire break clearance for fuel reduction, and city street tree management.Conducts technical inspections of services in various programs including Landscape and Lake Quality Assurance Program; assists with reviewing proposed landscape maintenance plans and assists in recommendations related to irrigation equipment and plant material.Assists in managing Water Conservation including the irrigation system inspections; quality assurance program for compliance with Las Virgenes Municipal Water District (LVMWD) reclaimed irrigation procedures; irrigation controller product and program evaluation and selection; meter evaluation; and monitoring centrally controlled irrigation systems.Conducts street tree inspections and evaluation of city trees and monitors the street tree maintenance program.Investigates and responds to homeowners associations (HOAs)/citizen complaints, problems or inquiries regarding landscape maintenance service, and assists with coordinating a resolution with the contractor, homeowner association property management companies, and homeowners.Performs inspections and assists with contract compliance and quality assurance for LMD, LLAD, City parks, public works, and city street trees; includes punch list follow-ups and prioritizing remedial landscape projects.Assists with coordinating the landscape maintenance of City parks with the community services department.Assists with performing required inspections of LMD, LLAD, City parks, and public works landscape construction projects.Assists with gathering and organizing accurate records, files and plans of existing landscaping and irrigation systems.Performs other related duties as required.
Knowledge of:Principles and techniques of supervision and contract administration.Principles and Maintenance of Smart Irrigation Systems; Rainmaster, WeatherTRAK, or similar systems.General understanding of maintenance, repair and installation of complex automatic irrigation systems.Understanding of practices and techniques of horticulture, arboriculture, turf, and landscape maintenance.General understanding of tree management programs.
Skill and Ability to:Analyze budgets.Administer landscape maintenance contracts.Manage brush clearance for fuel reduction.Evaluate landscape plans and construction.Maintain accurate records.Interpret plans and specifications.Establish and maintain cooperative working relationships.Inspect and uncover any maintenance difficulties and obtain remedial action from the contractor.Provide high-level customer service to residents, HOA boards, property managers, and city staff across different departments.
Training and Experience
:Any combination equivalent to training and experience that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be five-year experience in landscape management, including supervisory experience. Public sector experience preferred.

:Possession of a valid California driver's license required.
Physical Requirements and Working Conditions
:Requires vision (which may be corrected) to read small print.Requires the mobility to stand, stoop, reach and bend. Requires mobility of arms to reach and dexterity of hands to grasp and manipulate small objects.Requires the ability to stand for long periods.Requires the ability to walk long distances.Requires the ability to traverse hillside and rocky terrain, including uneven surfaces.Performs work which involves the frequent lifting, pushing and/or pulling of objects which may approximate 50 pounds.May be required to work in inclement weather.May be required to work around foul odors.May be required to work around moving mechanical parts.May be required to work around electrical current.May be required to work around pressurized water systems.May be required to work around open trenches and vaults.May be required to use personal vehicle in the course of employment (City offers mileage reimbursement).May be required to attend periodic evening meetings and/or to travel within and out of City boundaries to attend meetings.May be required to work evenings or weekends.May be required to respond in the field to urgent situations at any time of the day or night (City offers overtime when approved).
