The Air Force Civilian Service (AFCS) is looking for THREE, full time Information Technology (IT) Cybersecurity Specialists, Cyber Operations Planners (GG-2210-13), to work at the 375th Cyberspace Operations Squadron (COS), integrated with the National Security Agency/ Central Security Service (NSA/CSS), at Joint Base San Antonio (JBSA), Lackland Air Force Base (AFB), in San Antonio, Texas. This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007. Qualifications/Requirements: In this position you will serve as a Cyber Operations Planner for a U.S. Cyber Command (USCYBERCOM)(USCC) Cyber Mission Forces' (CMF), Combat Mission Team (CMT) supporting cyberspace effects operation (CEO) and information operations (IO) mission planning. Develops and integrates techniques, tactics, and procedures into intelligence planning to satisfy Operations Plans (OPLANS), Functional Support Plans (FSPs), Concept of Operations (CONOPS), Cyberspace Mission and Project Profiles, Information Operations Packages, and Cyberspace (Effects) Mission Packages. Applies and incorporates appropriate evolving policy and planning mechanisms into tactics employment, training, testing, and exercise processes. Must be a U.S. Citizen Must be able to obtain and maintain a "Top Secret" Security clearance with eligibility to Sensitive Compartmented Information (SCI). This position requires at a minimum, a bachelor's degree in a related field or equivalent experience. This position is designated as a Drug Test Designated Position. The incumbent may be required to participate in short notice, infrequent short-term travel within the Continental United States (CONUS) or to overseas locations (OCONUS). This highly technical position requires the incumbent to complete training requirements and maintain job qualification as defined by the work role. The incumbent must be certified as a USCYBERCOM Cyber Operations Planner (Basic) and must complete the Senior Cyber Operations Planner and the Fires (Support) Planner Job Qualification Requirements (JQR) within the probationary period. Extensive knowledge of the full spectrum of cyberspace weapons and warfare planning tactics concepts, principles, and practices needed to generate detailed cyberspace courses of action, operational plans, risk management and evaluation measures of effectiveness. Extensive ability to coordinate with cyberspace, developers and intelligence partners to obtain and analyze critical information from multiple sources required to integrate, test and synchronize cyber planning, targeting efforts, and intelligence activities within timelines, laws, regulations, policies, and relevant guidance. Knowledge and ability to interpret cyberspace environments; prepare assessments to determine a course of action; and, to adjust, modify actions and/or policy in the absence of approved and available directives. Extensive knowledge and understanding of the functions and operations of USCYBERCOM, NSA/CSS, and allied military digital network information and cyberspace network operation disciplines, methodologies, exploitation methods, techniques, and practices. Extensive knowledge and ability to incorporate the full range of Department of Defense (DOD), Joint and Cyberspace unique planning mechanisms that weigh risk and enable mission & information operations package courses of action development and execution. Comprehensive knowledge of NSA/CSS and operational infrastructures, capabilities, limitations, associated resources, and tasking processes. Expert ability to establish mission evaluation and success criteria, and ultimately commit resources impacting cyberspace network operations resources and personnel. Comprehensive knowledge of recurring planning cycles, standards, relationships, and relevant expectations to cyberspace operations. Ability to support and/or independently drive initiatives that alter DoD, Air Force (AF), USCC, or related guidance or policy, training standards/requirements or JQRs related to cyber operations. Extensive knowledge of complex technology related to computers, digital networks, and computer networking. Expert comprehension of Internet network addressing, virtualization products, Internet applications operations, SMTP, web-based email chat clients, VOIP, etc.; and an in-depth knowledge of information security concepts, and network security fundamentals. Comprehensive ability to conduct unbiased, timely, and complex research, identifying appropriate available systems/data sources. Extensive capability to dissect unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems. A comprehensive ability to advise on, and train others in the technology is required.
