The employee must sign an Air Force-wide Mobility Agreement. QualificationsThis is a GG-15 position in the Cyber Excepted Service (CES). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of mission set, existing cyber operations & information warfare capabilities, and TTPs to create strategic and operational level LOEs and plans. Position must work with Campaign Teams, Task Forces, and CO-IPEs to develop and leverage new TTPs with newly developed technologies based upon new actionable intelligence weekly. This position is required to assist the Director for Offensive Operations | JFHQ-C (AF) Chief Joint Fires and Effects | 16AF (O-6) division chief. Employee serves as the deputy division Chief of JFHQ-C (AF) Joint Fires and Effects Division responsible for planning, coordinating, and executing offensive cyber operations for the Air Force Component to USCYBERCOM. The member will be responsible as principal advisor and deputy to the division chief for joint fires and effect and for providing (1) offensive cyber future operations strategy & planning direction; (2) operational coordination, integration, and deconfliction amongst USCYBERCOM, Intelligence Community, and USG interagency; (3) division resource management planning and direction; (4) personnel performance evaluation advisor for all civilian personnel and leadership/mentorship guidance for all personnel. The deputy division chief will provide JFHQ-C (AF) operational briefings as required to senior AF, USCYBERCOM, Allied, and Interagency leaders demonstrating an ability to convey strategy, operational outcomes, and limitations to enable senior leader operational decision making. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of knowledge regarding communications-computer system requirements, AFCYBER tactics, Techniques and Procedures (TTPs), the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats (as depicted by the intelligence community) to the Department of Defense Information Network (DoDIN) and the AFIN.'Expert ability to understand, develop analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF), AFCYBER, USCYBERCOM, JFHQ-DoDIN, and Sister Service Cyber Components staff on operational challenges, by working within and outside the organization to gain support for the organization's goals and objectives.Ability to demonstrate, in-depth understanding of the operational requirements, concepts of operations and employment of information processing systems in military environments, including the structure and operations of the DoD GIG, and DoD classified and. unclassified data network architectures and infrastructures. This operational knowledge is essential to enable the incumbent to understand how cyberspace and cyber defense policy, strategy and doctrine and joint programs facilitate military operations. Skill in applying the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the occupation sufficient to perform difficult and complex assignments.Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management while also able to manage a small staff and carry out all phases of personnel management responsibilities.CONDTIONS OF EMPLOYMENT CONT.Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8140 the incumbent of this position must achieve a Level II management IA certification (e.g. CISM) within six months of assignment of these duties Failure to receive the IA certification may result in removal from this position.PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
