The Department of General Services seeks an experienced
Accountant Auditor Supervisor
for our Central Services Division. The position requires a strong background in finance and accounting, the ability to interpret and adhere to established procedures and regulations, and excellent analytical skills.
WHAT YOU'LL BE DOING
What You'll Be Doing
The
Accountant Auditor Supervisor
reports to the Chief of Central Services and oversees tasks related to DGS financial management and Fiscal/Budget impact. This role involves performing various DGS programs' accounting, financial, and auditing tasks. Responsibilities include compiling and analyzing data, preparing clear and concise reports, presenting findings to senior leadership, and making recommendations based on those findings.
Work with the Department of Finance to answer fiscal and financial information questions for various DGS programs. Coordinate with the Office of Management and Budget (OMB) to prepare the yearly budgets and quarterly analyses. At times, respond to County Council staff in coordination with the OMB. Draft supplemental documents and transfer memos related to Capital Improvement Projects (CIP) and operating budgets, including diversity, equity, and inclusion supplement documents. Review budget data, including revenue and expenditures, to project the availability of project funds for Operating and Capital Improvement Budgets Performs financial and fiscal analysis for DGS programs. Prepare analysis of financial statements and reports of various programs for supervisor's review. Provide recommendations for program spending to the supervisor based on results from the financial analysis. Conduct research studies and prepare reports requiring data compilation and analysis. Provide recommendations for quarterly analysis and reports. Plan and perform audits on DGS programs. Prepare analysis and review for senior management. Make recommendations on how to improve each program's efficiency financially. Prepare reports on audit findings with summary, supporting data, and exhibits. Recommendations, for example, quarterly analysis and reports. The Position will plan, assign, coordinate, and oversee the day-to-day work of a small accounts payable unit. This position prepares and administers various budgets for the Department of General Services, Central Services section. The work is overseen by direct supervision of administrative staff, primarily one full-time Office of Service Coordinator/OPT-16 and one full-time Fiscal Assistant, OPT-16. Perform other job-related duties as assigned. The work is performed within an established/organized accounting function focused on processing a considerable volume of invoices, including purchase orders. This position will review/approve invoices for payment. Additionally, the position is responsible for preparing/coordinating the preparation, administration, and monitoring of the Division's capital and operating budgets. This position will review/analyze budgets and provide guidance/recommendations on fiscal choices within budgetary and procurement compliance/regulations. The position will track reimbursements and chargebacks, such as weather-related emergencies and Grant costs.
The principles, methods, and practices of governmental accounting and fiscal management and the ability to apply them to complex governmental accounting systems. County, State, and Federal rules, regulations, and laws pertinent to the organization's activities, including U.S. General Accepted Accounting Principles (GAAP).
Minimum Qualifications
Education:
Graduation from an accredited college or university with a bachelor's degree in accounting or a bachelor's degree in business administration or public administration or a related field with a major in accounting coursework.
Experience:
Considerable (i.e., five (5) years) professional experience in a financial accounting, auditing, or business administration field at the full performance level or two (2) years of experience performing work as a senior-level accountant and or auditor.
Substitution:
Certification as a Certified Public Accountant (CPA) may be substituted for a degree in accounting or a major in accounting.
