General Description
:
Deploys, manages, and supports all IT user related devices and systems for MTAS (Municipal Technical Advisory Service). This includes computer security, hardware and software acquisition, PC installation and usage. Leads and directs all hardware related projects including device research, implementations, upgrades, and surplus of old products. Serves as expert and leader for user facing IT devices and hardware. Overall accuracy and quality are required and must have the ability to pick up new technologies.

Duties and Responsibilities:
Desktop/Device/Content/Cloud/Identity/Software Administrator
Provide, deploy, monitor, and manage the deployment of users' computers, mobile and other IT related devices. Provide users access to content, portal, and collaboration technologies. Manage data on server shares/local PCs, cloud, etc. This includes helping users classify data and configuring controls to limit or facilitate sharing. Assist users with encryption when necessary. Maintain familiarity with all data sharing tools and recommend appropriate tools for our users/agencies/institute. Continually research and provide direction for our agency's/institute's cloud computing strategy. Manage and monitor our cloud computing strategy and recommend changes as products and services evolve. Manage user access to PCs, devices, applications, directories and other university IT resources. Purchase, deploy, maintain, update, and manage software products for end users' devices. May include occasional program development.
Hardware/IT Architect
Research/specify/purchase PCs, mobile devices, and other IT related devices for the department. Recommend and submit an IT budget annually. Recommend/maintain an inventory system of IT related devices and complete an annual inventory of IT assets from UT. Service and maintain all equipment with appropriate software levels to facilitate a secure IT environment.
End User Service Engineer
Responsible for helping end users troubleshoot basic (Tier 1) level issues, as well as providing analysis, investigation, and resolution of more advanced technical issues up to and including agency wide issues. Escalating and managing resolution of system level issue to OIT/helpdesk or respective hardware vendor for warranty services. This includes face-to-face meetings with MTAS users on a monthly basis. Other methods of support include remote support using IT tools (Bomgar, Remote Desktop, etc.), email, chat, text, phone, and video calling. Support is offered for MTAS users during normal business hours, with occasional after hour assistance needed.
Administration
Includes participation in office and team meetings, agency meetings and retreats, IPS meetings and retreats, UTK and UT System meetings, and maintaining records on all relevant activities; (including agency databases for work products from projects and questions for use by MTAS employees and for reference by cities). Actively engages in and promotes new technologies. Maintain a working knowledge of UT purchasing and IT related policies to ensure MTAS compliance. Maintain a working knowledge of MTAS business processes and work flows to plan for hardware needs and recommendations.
Professional Development
Engage in multiple resources such as reading, attending conferences, training, professional developments, communication/networking with other IT professionals to improve/maintain current level of knowledge for all technologies.
Required Qualifications:
Education:
Bachelor's in Information Systems, Computer Science, or a related field
Experience:
5 years of experience in the areas of hardware/software support, troubleshooting, and computer networking.
Skills:
Knowledge of Microsoft Windows 10, Microsoft Serves, Microsoft Azure, Azure Active Directory (AD), and on Premises AD, AD Users and Computers (ADUC), AD Group Policy, Office 365, Google G-Suite, IT industry best practices and computer networking. Knowledge of a managed desktop environment and tools used for managing IT devices (Microsoft SCCM, Intune, ManageEngine or other Enterprise level system). Effective communication, analytical and problem-solving skills. Ability to build relationships, advocate for change, adapt, manage a project, and work in a team environment. Ability to take IT technical jargon and communicate it clearly and easily to MTAS staff and/or customers. Ability to multi-task. Knowledge of IT purchasing and inventory management. Microsoft Certified Solutions Associate (MCSA) or Microsoft Certified Solutions Expert (MCSE) in related areas.
