Summary THESE ARE NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITIONS. These National Guard positions are for TWO GS-2210-11 IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D2182P01 in FAC 46F200 and are part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: These are Indefinite Excepted Service positions. These are bargaining positions. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Manages the assigned information technology (IT)/communications environment with privileged access at the network level. Plans, coordinates, installs, and continuously analyzes system design, hardware and software. Develops, recommends, and installs solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of system resources. Provides customer technical assistance and support for all users. Provides ongoing technical support to customers to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT and communications services. Works with customers to ensure efficient operations which support each unit's requirements. Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services. Identifies and documents system requirements for specific needs of customers. Conducts in-depth analyses of system usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors. Recommends methods and procedures and coordinates corrective action to optimize utilization of present equipment. Conducts feasibility studies to identify and analyze system failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of system hardware and software. Coordinates frequency needs with command level spectrum management office to maintain current allocations and obtain new authorizations. Secures operating authority, and ensures minimal interference by ANG radio frequency (RF) operations. Installs, maintains, and repairs hardware devices supporting a broad range of information and communications systems. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be AFSC qualified within 12 months from date of appointment. Maximum Military Grade - MSgt (E-7) Minimum Military Grade - AC1 (E-3) Enlisted - AFSC 3D190, 3D0X1, 3D0X2, 3D0X3, 3D1X1, 3D1X2, 3D1X3, 3D1X4. 1D7X1K, 1D7X1B, 1D7X1, 1D7X1A, 1D7X1R or 1D7X2 Supervisor must verify that selected individual occupies a compatible military position. Title 32 employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-11 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience that demonstrates your ability to serve as a base systems administrator to monitor the Local and Wide Area Network(LAN/WAN), including the planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity, and/or management of networked systems for the transmission of information in voice, data, and/or video formats. The specialized experience must indicate that you possess knowledge of information technology network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of methods, techniques, and processes for the integration and optimization of LAN/WAN components, infrastructure requirements, and test and evaluation methods sufficient to install and operate base wide programs and provide technical guidance to others in designing, testing, operating, and maintaining network programs; and skill in applying information technology network development concepts and techniques to provide computer applications which provide optimal functional support for users. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M,AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP).Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M,Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1dated 15 May 2008). Education Substitution for Education for the GS-11 Grade Level: Must possess a Ph.D. or equivalent, OR three years of progressively higher level graduate education in computer science, engineering, information science, or information systems management leading to such a degree.
