Summary This position is located at the 149TH COMMUNICATIONS SQUADRON on Kelly AFB in San Antonio, TX. The purpose of this position is to provide technical and analytical guidance and support for network hardware and software to include various servers and management terminals utilized by Air Control units, considering the current tactics and doctrine. Texas is one of 9 states with NO state income tax. Responsibilities As a IT SPEC (SYSADMIN) with the Texas National Guard, your duties will include, but will not be limited to: Configures, manages, monitors, programs and trouble-shoots various tactical and non-tactical network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, concentrators, boundary protection devices (firewall), and print services for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards. Recommends policies and develops and maintains procedures for tactical networks, system operations, and product assembly and installation to include policies for system backup and archives. Coordinates with internal and external functions for network design, operation, and address resolution. Establishes and manages IP addresses, communication and network rights, and determines need and access to systems, equipment, and security. Coordinates with requesting agencies (Army, Navy, Allies, etc.) for networking requirements, to include classified and unclassified support. Ensures operation and compatibility of assigned Public Key Infrastructure (PKI) devices. Coordinates with internal and external agencies to ensure overall network design, to include boundary protection devices, will support required networked services. Analyzes equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels. Uses benchmarks, performance measurement, and evaluation data, in conjunction with modeling and simulation techniques. Plans for increased capacity to support any additional workloads. Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency. Performs in-depth analysis of systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements. Determines applicability of established methods. Gathers facts about the nature of the work involved in the user's application area, flow of work, processing actions, and work product(s). Provides technical advice to users. Examines and evaluates alternative means of satisfying user requirements. Suggests technically feasible approaches and makes recommendations regarding the most effective and efficient approaches. Designs tactical systems to support various options for several simultaneous interactive users. Determines physical storage requirements. Provides consultation and research to determine common and unique requirements. Establishes and documents standardized terms and data elements. As required, accomplishes risk analysis, accreditation, and certification packages to include disaster recovery plan in accordance with agency requirements. Performs, as required, or assists Information Assurance personnel in conducting risk analysis and security tests and evaluations. Works with other security officers, users, Network Control Center (NCC) personnel, and other support personnel to ensure security regulations are followed. Ensures installation, command, and agency security standards are met. Ensures compliance with all Air Force Computer Emergency Response Team, Time Compliance Network Orders Air Force Electronic Key Management System, and other mandated security updates. Develops, establishes, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Ensures mobilization readiness of section personnel and equipment. Fabricates cables and connectors to interface with various commercial and military electronic systems and sub-systems. Completes proper documentation and follows procedures for incident reporting. Completes maintenance data collection and performs administrative duties for TO and work center files. Manages bench stock, logistics products, historical records, training records, Test, Measurement, and Diagnostic Equipment (TMDE) records, hazardous waste, and safety procedures. As required, employee performs some limited supervisory functions over subordinate staff through the planning, assignment, and review of work; granting of leave; providing recommendations on training requirements, performance standards, and ratings; and effecting minor disciplinary actions such as warnings and reprimands. Performs other duties as assigned. Qualifications To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required: 1-year specialized experience equivalent to at least the next lower grade with Paramount knowledge of the transmission, storage, and retrieval of information in voice, data and/or video formats, information processing methodology, computer capabilities, processing techniques, and information security techniques in a tactical and fixed operating environment. In-depth knowledge of a wide range of information technology methods, techniques and procedures. This includes AF, ANG, and commercial off the shelf (COTS) technology using industry standards. Knowledge and understanding of the capabilities and limitations of software, utility programs, network management systems and programming aids as they apply to Local and Wide Area Networks with multiple operating system client server configurations. Knowledge of how the information technology and communications systems interacts with and affects the over all weapons System. Comprehensive knowledge and skill in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc. Knowledge of systems documentation, configuration, management, database administration, and capabilities related to information systems, client server applications, testing, integration, and cost analysis. n-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution. Knowledge of a wide range of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to networks. Carries out studies to advise on the merits of proposed applications, designs, and design changes to modify and adapt precedent solutions. Skill in evaluating innovative approaches in formulation of programs or systems specifications. Knowledge of the mission, objectives, terminology, and management practices in the squadron, the ANG, and the Air Force to recognize probable areas of interaction and overlap between proposed and existing systems. Knowledge of network systems design, development, testing, installation, operation, management, and maintenance concepts and methods to provide network services in support of ANG requirements. Knowledge of the overall system, network architecture, and project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration. Ability to identify needed system modifications, advise on alternative approaches, and to relate all aspects of a project to fulfill a broad range of network and user requirements. Applies innovative approaches in the formulation of solutions involving programming or systems specifications. Knowledge of a wide range of telecommunications and computer security, techniques, requirements, methods, sources, and procedures. Knowledge of the AFEKMS program and related hardware and software. or A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
