Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (SYSADMIN)(T32), Position Description Number D1567P01 and is part of the AL 280th CBCS, National Guard. ORGANIZATION: 280 SOK, DOTHAN, AL SELECTING OFFICIAL: MAJ B. WILLIAMS Responsibilities (1.) Configures, manages, monitors, and trouble-shoots various network and application server hardware, operating system software, and peripheral network equipment for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards. Recommends system configuration policies. Develops and maintains procedures for system operations, and installation to include policies for system backup and archives. Configures and manages assigned tactical messaging platforms. (2.) Coordinates with internal and external functions for Internet Protocol (IP) address resolution. Coordinates with requesting agencies for messaging addresses and requirements, to include classified and unclassified support. Ensures operation and compatibility of assigned Public Key Infrastructure (PKI) devices. Coordinates with internal and external agencies to ensure overall network design, to include boundary protection devices, will support required networked services. Ensures users, representatives, Work Group Managers (WGM), or Work Group Administrators (WGA), receive and implement correct network device configuration. (3.) Analyzes equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels. Uses benchmarks, performance measurement, and evaluation data, in conjunction with modeling and simulation techniques. Plans for increased network capacity to support any additional customer requirements. Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency. (4.) Performs in-depth analysis of automated and manual systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements. Determines applicability of established methods. Using customer input, gathers facts about the nature of the work involved in the user's application area, flow of work, processing actions, and work product(s). Provides technical advice to users. Examines and evaluates alternative means of satisfying user requirements. Suggests technically feasible approaches and makes recommendations regarding the most effective and efficient automation approaches. Designs tactical systems to support various options for several simultaneous interactive users. Determines physical storage requirements. Provides consultation and research to determine common and unique requirements. Establishes and documents standardized terms and data elements. (5.) Accomplishes risk analysis, accreditation, and certification packages to include disaster recovery plans in accordance with agency requirements. Assists Information Assurance (IA) personnel in conducting risk analysis and security tests and evaluations. Works with other security officers, users, Network Control Center (NCC) personnel, and other support personnel to ensure mandated security directives are followed. Ensures installation, command, and agency security standards are met. Ensures compliance with all Air Force Computer Emergency Response Team (AFCERTs), Time Compliance Network Orders (TCNO's) and other mandated security updates. (6.) Develops, implements, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Responsible for documentation of accomplished training in a timely manner. May require the use of automated training documentation system. (7.) Participates with user support personnel to train personnel and functional users on use of automated information systems, computers, local and wide area networks, and other automated tools. Plans, develops and administers training programs implementing the standardization, control, and/or guidance of communications programs. (8.) Creates, adapts, and implements guides and controls for network, system, or total communications programs in support of daily operations or training exercises. (9.) Performs duties necessary to accomplish information technology and communications functions and provide for customer services in support of programs essential to Squadron daily operations, training, and readiness missions. GENERAL EXPERIENCE: Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SKILL & KNOWLEDGE: - Comprehensive knowledge of a wide range of information technology methods, techniques and procedures. This includes AF, ANG, and commercial off the shelf (COTS) technology using industry standards. Ability to understand the capabilities and limitations of software, utility programs, network management systems and programming aids as they apply to Local and Wide Area Networks with multiple operating system client server configurations. - In-depth knowledge of hardware, software and operating systems development life cycles. Ability to design systems configurations and integration; accomplish maintenance, upgrades, and modifications; and system replacement. - Knowledge of systems documentation, configuration, management, database administration, and capabilities related to automated information systems, client server applications, testing, integration and cost analysis. - Comprehensive knowledge and skill in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc., for the customer. - In-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to analyze difficult and complex system and end user problems, furnish assistance, and provide resolution. -Knowledge of a wide range of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to networks. Carries out studies to advise on the merits of proposed applications, designs, and design changes to modify and adapt precedent solutions. Skill in evaluating innovative approaches in formulation of programs or systems specifications. - Expert knowledge of the mission, objectives, terminology, and management practices in the activity, the bureau and the department to recognize probable areas of interaction and overlap between proposed and existing systems. - Knowledge of network systems design, development, testing, installation, operations, configuration management, and maintenance concepts and methods to provide network services in support of AF and ANG requirements. - Skill in relating the facets of the work to the overall network architecture and overall project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration. - Skill in identifying needed network systems modifications, advising on alternative approaches, and in relating all aspects of a project to fulfill a broad range of network and user requirements. Applies innovative approaches in the formulation of solutions involving programming or systems specifications. - Ability to design, integrate, and configure systems and networks; accomplish maintenance, upgrades, and modifications to systems or individual components; and system replacement.
