Job Summary: In this role, you will participate in both subcontract formation and administration in conducting and coordinating the activities associated with subcontracting of services. Subcontract formation includes leading and preparing Request for Proposal (RFP) packages with input from other functional organizations. Subcontract administration includes subcontract post-award administration duties, including change order management, contractual compliance, invoice verification, performance evaluation, closeout of subcontracts, and records retention. Telework Designation: Part-Time Telework: This position is a full-time role that offers part-time telework flexibility. This position is located at the Construction Site (22 miles north of Richland, WA) and works a 4 x 10 schedule, Mon-Thurs, 6:30 a.m. to 5:00 p.m. Please be advised that the telework designation of the position may be changed in the future at the discretion of the company or project. "This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership." LI-SF1 Major Responsibilities: Subcontract Formation Works in unison with other functional departments in the formulation of Request for Proposal (RFP) packages and issues RFP's to approved bidders. Pre-qualifies bidders and prepares bidders' lists. Coordinates bidders' questions and answers to those questions. Receives bids and evaluates bids commercially. Prepares Commercial Bid Summary and recommendations. Leads negotiations in the commitment of subcontracts. Recommends subcontract award and secures approvals in accordance with established procedures. Prepares subcontract documents for execution. Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters. Subcontract Administration Performs subcontract post-award administration duties. Negotiates with subcontractors and customers to obtain settlement and prepares change order and amendment documentation. Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties. Prepares periodic status reports for management. Ensures that project contracting of goods and services is consistent with established directives, management instructions and contract procedures. Additional Qualifications/Responsibilities Education and Experience Requirements: Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience Required Knowledge, Skills, and Abilities: Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge). Must possess the right to work and remain in the United States without sponsorship. Demonstrate experience in both Contract Formation and Administration. Must possess a good working knowledge and understanding of subcontracting concepts, principles and practices, and the techniques of ensuring task completion, project delivery processes, and subcontractor relationship expectations. Demonstrated experience and skilled in determining contract price reasonableness. Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims negotiation and dispute resolution. Excellent written and verbal communication skills. Knowledge of standard computer applications such as Microsoft Office.
