The Treasurer is a key financial officer responsible for managing the funds, overseeing revenue collection, ensuring compliance with financial regulations, and safeguarding the fiscal health. This role involves strategic financial planning, investment management, and ensuring transparency and accountability in public financial operations.
Key Responsibilities:
Financial Management and Oversight:
Manage all funds, including general, special, and enterprise funds.
Oversee cash flow, ensure sufficient liquidity for operations, and manage short-term borrowing needs.
Revenue Collection:
Supervise the collection of taxes, fees, and other municipal revenues.
Monitor revenue trends and provide reports to leadership.
Investment Management:
Develop and implement investment strategies to maximize returns while ensuring the safety and liquidity of city funds.
Monitor and report on investment performance.
Budget Support:
Collaborate with the finance department and leadership to prepare, monitor, and adjust the annual budget.
Provide financial forecasts and impact analysis for proposed projects or policies.
Compliance and Reporting:
Ensure compliance with local, state, and federal financial regulations.
Prepare and present financial reports to the council, stakeholders, and the public.
Debt Administration:
Manage municipal debt, including issuing bonds and overseeing debt repayment schedules.
Ensure compliance with bond covenants and reporting requirements.
Internal Controls and Audits:
Develop policies and procedures to safeguard city assets and ensure financial integrity.
Coordinate with auditors to ensure transparent and accurate financial practices.
Public Engagement:
Serve as a point of contact for public inquiries related to finances.
Present financial updates and educate the public on financial matters.
Qualifications:
Bachelors degree in finance, accounting, business administration, or a related field (Masters degree or CPA preferred).
Proven experience in financial management, municipal finance, or a related field.
Strong knowledge of governmental accounting standards and municipal finance laws.
Proficiency in financial software and tools.
Excellent analytical, communication, and leadership skills.
Working Conditions:
Office-based role with occasional attendance at council meetings and public events.
May require extended hours during budget preparation or audits.
