This position is part of the Office of the Inspector General, Government Publishing Office in Washington, District of Columbia. Responsibilities Plan, conduct, and complete Generally Accepted Government Auditing Standards audits that are of high quality, accurate, relevant to customers, and conform to OIG policies, legal requirements and within the prescribed timeframes. Advise and assist the Supervisory Auditor in developing and recommending audit and other oversight policies, procedures and innovative approaches based on technical expertise and operating experience. Plan, organize, and conduct research on complex issues that involve major area of uncertainty in approach, methodology, or interpretation to identify appropriate solutions Present results of audit reviews and influence the approval and implementation of OIG recommendations. Ensure survey and audit plans describe clearly defined audit objectives, background information, data collection, sampling and analytical techniques, and procedure steps. Requirements Conditions of Employment Qualifications To qualify for the Auditor, PG -0511-13/14, you must meet the following requirements: In order to be eligible for this position you must meet the basic education requirement as listed below: Basic Education Requirement: A. You must have a degree in accounting or auditing from an accredited college or university; or a degree in a related field of study such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting/auditing. The 24 hours may include up to 6 hours of credits in business law. OR B. You must have at least 4 years of experience in accounting/auditing, or an equivalent combination of accounting/auditing experience, college-level education, and training that provided professional accounting/auditing knowledge. In addition to meeting the basic education requirement as stated above, you must also meet the specialized experience as listed below. At the PG-13: To minimally qualify for the PG-13, you must have one year of specialized experience at the PG-12 (or equivalent) level or higher. The specialized experience for this position is identified as: Performing audits in accordance with Generally Accepted Government Auditing Standards (GAGAS); and providing authoritative advice and guidance on developing and writing audit guides in accordance with GAGAS; and documenting audit findings in accordance with (GAGAS). At the PG-14: To minimally qualify for the PG-14, you must have one year of specialized experience at the PG-13 (or equivalent) level or higher. Specialized Experience for this position includes: Leading audits in accordance with Generally Accepted Government Auditing Standards (GAGAS); and providing authoritative advice and guidance on developing and writing audit guides in accordance with GAGAS; drafting and reviewing audit reports for technical competency and audit standards; and documenting audit findings in accordance with (GAGAS). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. Background Investigation: For a Secret Clearance: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Secret clearance. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs; this security process may take between 6 weeks to 12 months. GPO will conduct an interim security clearance, pending the completion of the full investigative requirements for the final Secret clearance. The interim security clearance will be granted based on the favorable completion of preliminary checks that are accomplished as part of the security clearance process. The Agency may rescind the tentative offer if the candidate is unable to obtain an interim clearance.
