Salary: $63,458.96 - $79,323.69 Annually Location : Austin, TX Job Type: Full Time Remote Employment: Flexible/Hybrid Job Number: 24-09584 Department: TNR (Trans & Natrl Resrc) Opening Date: 11/04/2024 Closing Date: Continuous Job Summary This position will provide data analysis support for the development review and permitting process by assisting with designing, modifying, and implementing new or revised systems by evaluating and developing alternative workflow solutions, analyzing data contained in development-related databases and identifying data integrity issues with existing and proposed new systems, and implements solutions. This position will also create and maintain internal and external dashboards. Distinguishing Characteristics This classification is the first in a series of two (2) Systems Analyst classifications within the Information Technology job family. Provides assistance to business users in the effective use of complex applications and information technology. The Systems Analyst will analyze and test new or existing procedures, and develop alternative workflow solutions. May assist with analyzing databases, identifying data integrity issues, and develop simple to moderately complex procedures, data processes, and reports. This classification may require a flexible work schedule in order to meet the needs of the department. Duties and Responsibilities Analyzes and tests new or existing procedures, information systems, or programs for efficiency and effectiveness. Defines application problems by conferring with clients and evaluating procedures and processes. Assists with designing, modifying, and implementing new or revised systems by evaluating and developing alternative workflow solutions. Analyzes data contained in moderately complex corporate databases and identifies data integrity issues with existing and proposed new systems, and implements solutions. Performs moderately complex data analysis, which includes compiling and cleaning data, and data manipulation and analysis. Utilizes data analysis software and/or appropriate Structured Query Language to perform the analysis. Uses reporting tools to develop simple to moderately complex reports which are needed for business processes and statistical reports to evaluate productivity and workload. May assist with monitoring the interface of systems, subsystems, and software applications, and provide system administration for live and test environments. Assists with application installation and testing, and develops test plans. Assists in providing application support and troubleshooting routine to moderately complex software application issues. Assists in managing an outsource relationship for third party application development and programming consultants. Assists in the creation of system design and functional specifications for all newly developed projects and coordinates production with programmers. Assists with minor programming for in-house IT projects. Participates in cross-functional project teams involving various levels of internal and external participants. May assist as a facilitator between all business units in addressing and resolving IT software issues. Writes technical procedures and documentation for applications including operations and users guide. Performs other job-related duties as assigned. Minimum Requirements Education and Experience: Bachelor's degree in Computer Science, Information Systems or a directly related field AND two (2) years of relevant work experience; OR, Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job. Licenses, Registrations, Certifications, or Special Requirements: Valid Texas Driver's License. Relational databases, database design and Structured Query Language. Working knowledge of Microsoft Office (Excel, Word, Access, Outlook), Microsoft Visio, and Microsoft Project. Skill in: Understanding technical problems and solutions in relation to current, as well as future, business environment. Scheduling, testing, installing, implementing, and troubleshooting application systems. Analyzing and documenting software design requirements and workflows. Analyzing and evaluating data, and compiling reports. Analytical, problem-solving and decision-making. Training users on computer applications. Translating simple to moderately complex concepts for peers and customers. Both verbal and written communication, including presentations and communicating technical issues in nontechnical language. Ability to: Identify and analyze end-user problems and develop practical technological solutions. Work independently and efficiently as part of a team. Manage time well, perform multiple tasks, organize diverse activities and manage changing priorities. Research, compile, analyze, interpret and prepare a variety of memorandums or reports. Maintain and update knowledge of latest technologies. Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public. Work Environment & Other Information Physical requirements include the ability to lift/carry up to 35-40 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to standing, sitting, walking, climbing, crawling, bending, stooping, crouching, kneeling, pushing, pulling, reaching, twisting, balancing, repetitive motion, and squatting to perform the essential functions. Subject to exposure to variations in extreme heat, cold, mechanical, fume/odor, and dust/mites. Travis County employees play an important role in business continuity. Retirement Travis County is a member of the Texas County & District Retirement System with mandatory participation by certain classes of employees. Sick Leave Regular employees earn sick leave at a rate of eight hours per month with unlimited accrual during employment. Part-time employees earn sick leave on a pro-rated basis.
