JOB TITLE : Technical Specialist III - SME LOCATION : Washington DC REQUISITION : NCR-1324-24-USSF PMA CLEARANCE : Secret REPORTS TO : SABG Program Manager FLSA STATUS : Regular Full-Time Exempt SUMMARY : SABG is seeking a Program Analyst to support the USSF PMA in Washington DC. ESSENTIAL DUTIES AND RESPONSIBILITIES: Assist in planning, developing, and overseeing implementation of personnel policies, guidance, programs, and legislative initiatives Assist in the development and integration of strategic narratives necessary to communicate and advocate the USSF resource allocation plan, program obejective memorandum, strategies, concepts, requirements, and partnering to internal and external stakeholders Provide senior executive administrative support that includes but not limited to task management and orientation, product generation, calendar management, and familiarization with MilPDS, DTS, PRDA, IMR, CCAR, and AcqDemo Familiar with US Airforce Reserves and Active Duty, military and civilian personnel actions; accessions; recruiting; assignments; benefits; joint talent development; compensation; career development; leave, promotions, etc. Assist in advising the Chief Human Capital Officer on congressional liaison and engagements Coordinate development, integration, and resourcing of information technology systems supporting human resource management programs and process human resource technology prioritization, and technology scouting SUPERVISION : This position has no supervisory responsibilities. QUALIFICATIONS, EDUCATION, AND/OR EXPERIENCE: Bachelor's Degree plus a minimum of 10 years of experience in an Operations, Engineering, Scientific, Data Science, Software Programming, Artificial Intelligence, Machine Learning, Analysis, Policy or Planning field, or equivalent experience/responsibility Technical Specialist III - SME Task 3 Advanced level experience planning, facilitating, and conducting studies and presenting results and recommendations to senior leaders Significant expertise in communications principles, methods, practices, and techniques, including skill in presenting ideas in speech and in written form to inform and persuade audiences at all levels 5 to 10 years of experience developing products including background papers, talking points, summary sheets, status briefings, and Congressional related reports and documents Experience designing, developing, and delivering strategic communications through a variety of media within the DoD Technical Specialist III - SME Task 4 Experience executing mission planning, implementation, and day-to-day office operations associated with senior executive level leadership including serving as an advisor and assisting with detailed planning of complex personnel management projects, issues, and initiatives Ability to provide project management support Experience supporting new development and information technology implementation of personnel policies, guidance, programs, and information technology supporting the entire human capital management lifecycle COMPUTER SKILLS : Skilled in operating a personal computer and standard office equipment Must have proficiency in a variety of computer software applications in word processing, spreadsheets, database, (MS Office: Word, Excel, Outlook, PowerPoint) COMPETENCIES : To perform the job successfully, an individual should demonstrate the following competencies: Problem Solving - Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully; develops alternative solutions; works well in group problem solving situations; and uses reason even when dealing with emotional topics Written Communication - Writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet needs; presents numerical data effectively; and able to read and interpret written information Diversity - Shows respect and sensitivity for cultural differences; and promotes a harassment-free environment Ethics - Treats people with respect; keeps commitments; Inspires the trust of others; works with integrity and ethically; and upholds organizational values Planning/Organizing - Prioritize and plans work activities; uses time efficiently; plans for additional resources; sets goals and objectives; organizes or schedules other people and their tasks, if needed; and develops realistic action plans Professionalism - Approaches others in a tactful manner; reacts well under pressure; treats others with respect and consideration regardless of their status or position; accepts responsibility for own actions; follows through on commitments LANGUAGE SKILLS : Ability to read, analyze, and interpret governmental regulations. MATHEMATICAL SKILLS : Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY : Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.
