Job Summary:
The Project Manager will work on the Technology Transformation Program, overseeing multiple concurrent projects. This multi-year initiative involves close collaboration with selected vendors to ensure adherence to scope, schedule, and budget as outlined in project documentation. The role requires significant experience in IT project management, the ability to communicate effectively, and familiarity with PMI standards and Agile methodologies.
Key Responsibilities:
• Prepare and maintain Program and Project Management Plans covering implementation, staffing, communication, governance, risk management, change management, and reporting.
• Collaborate with the Department's Contract Manager to review and update project plans, ensuring compliance with change management processes.
• Create and manage project schedules in Microsoft Project or equivalent tools, including tasks, resources, dependencies, and timelines.
• Regularly review and maintain RAID Logs, documenting risks, issues, action items, and decisions.
• Oversee development and compliance of project documentation with departmental policies and standards, ensuring proper knowledge transfer.
• Manage program/project scope, schedule, and budget revisions to align with departmental needs.
• Lead and assign tasks to project team members, ensuring deliverables are documented and maintained.
• Evaluate, track, and report risks and issues, implementing resolution strategies or escalating as needed.
• Facilitate stakeholder communication and meetings, preparing agendas, documenting key decisions, and following up with actionable steps.
• Mentor and coach junior team members, addressing team conflicts and fostering effective communication.
• Ensure deliverable quality and obtain approvals from stakeholders.
Required Qualifications:
• Project Management Professional (PMP) certification.
• 10+ years of IT business/industry work experience.
• 7+ years of project management experience.
• 5+ years managing projects using PMI standards outlined in the PMBOK Guide.
• 3+ years of program or project strategy development, business case creation, and enterprise-wide planning.
• 3+ years managing large, cross-divisional, and cross-functional software development programs/projects.
• Experience with Agile methodologies.
Preferred Qualifications:
• Experience leading custom software development projects, especially with Microsoft Dynamics 365 or Power Platform.
• Knowledge of low/no-code cloud solution development.
• Proficiency in communicating with IT and business leadership.
• Experience facilitating requirements gathering and Joint Application Design sessions.
• Familiarity with State Purchasing rules, processes, and IT purchasing practices.
• Experience preparing Legislative Budget Requests (LBR), Statements of Work (SOW), and Operational Work Plans (OWP).
• Proficiency in managing documentation using MS SharePoint.
• Experience with Client PMO projects and creating Solution Definition Frameworks (SDF) or ISDM documentation.
