Eligible for one day telework following successful completion of probationary period and approval of supervisor.Sensitive Position No Job DescriptionGeneral Description:The Associate Director of Business and Contract Operations will oversee the planning and leasing of space as well as associated timelines and logistics. This position will lead the review of operational policies and processes within the Material Management department and will provide liaison functions with central management, campus departments, and assist with communicating and supporting various services offered through the VCCS Shared Services Center.
Duties and Tasks:This position provides direct support to the Director of Material Management and is responsible for managing the hiring, training, process management, and policy compliance matters related to procurement, contracts, sourcing, and lease management.This position serves as the liaison between the college community and the shared services center to address escalated concerns, maintain compliance in procurement, and provide end user training.This position will assist the Director of Material Management with strategic planning, development, and execution.Develops, analyzes and monitors identified metrics for program success;Develops strategies to improve customer service.Serves on college and system-wide committees.Responsible to the Director of Material Management for communication, coordination and collaboration among stakeholders and assists in managing relationships with Executive Management.Serves as the backup for the Director of Material Management, as needed.

May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.KSA's/Required QualificationsKSAs:A comprehensive understanding of State policies and procedures and the knowledge to interpret such policy is necessary.Ability to analyze and provide recommendations to improve existing procedures and processes to reduce risk of loss/non-compliance or enhance efficiency and effectiveness.Ability to communicate information and ideas so others will understand.Ability to compile, categorize, calculate, audit and verify information and data.Ability to develop constructive and cooperative working relationships with others and maintaining them over time.Ability to recognize when something is wrong or is likely to go wrong and appropriately communicate to address the issue.Active listening skills in giving full attention to what other people are saying, taking time to understand other’s points of view, and asking appropriate questions.Analytical skills and abilities, including experience utilizing MS Excel to create pivot tables, organize data, generate reports, and create complex and nested formulas.Communication comprehension skills to understand and interpret written policies and procedures.Decision-making skills that consider relative costs and benefits of potential actions to choose the most appropriate action to take.Knowledge of principles and procedures for providing customer service including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.Knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, leadership techniques, project management and coordination of people and resources.Knowledge of process improvement principles.Critical thinking skills by identifying and determining alternative solutions and conclusions/approaches to problems.
Required Qualifications:
Leadership experience in finance, operations, business management, or procurement related field.Experience performing contract and /or budget management.Previous supervisory experience.Experience in purchasing, facilities management, business enterprises, and/or budget sector.Experience in operations management.Experience providing training to end usersAdditional Considerations
Experience utilizing PeopleSoft SIS , AIS , and HRMS , including utilization of query functions.Experience working in the Virginia Procurement System (eVA), performing procurement and receiving functions and generating reports.Experience in senior level program administrationSupervisory experience in a higher education environment.Experience in administrative support, customer service management, process improvement, and/or data analysis.Experience developing training for end usersExperience in Lease ManagementOperation of a State Vehicle Yes Supervises Employees Yes Required TravelMaybe required to travel between NOVA campuses.
