Primary Purpose
This position supports "Essex, an Emmes Company". Essex is a biomedical informatics and health information technology-focused consultancy founded in 2009 and headquartered in Rockville, MD. The Essex team comprises experts with extensive experience in strategically developing and managing complex health and biomedical information programs for clients in the Federal Government, research academia, and private sectors.
The Technical Project Manager is responsible for implementing Essex's project and product management SOPs and managing the development and deployment of technical solutions to ensure client goals are achieved within budget and deliverable timelines. The Technical Project Manager is expected to maintain awareness of industry best practices and emerging trends in project management and to contribute that knowledge to Essex's methodologies and commitment to continuous improvement.
Essex employees may be required to travel per client request or contract requirements.
Responsibilities
Demonstrate knowledge of Essex's approach to project and product management; follow a standard approach on Essex engagementsManage and coordinate team activities to achieve project goals and objectives; provide guidance; anticipate potential barriers, identify risks/issues and develop mitigation strategiesUnderstand and adhere to the governance structure and processes established for assigned projectsServe as the liaison between business owners and the project team; ensure understanding of client requirements from both a business and technical standpointWork with multiple development teams deploying IT solutions via a multi-phased approach utilizing product management methodologies (e.g., Agile / Scrum)Track and manage project goals/activities and detailed tasks across teams (i.e., manage Project Plans); ensure deliverables meet business specifications in accordance with agreed upon timeline(s) and budget requirementsCoordinate quality assurance activities to ensure project deliverables are completed in accordance with contractual requirements and key performance indicators are monitoredServe as the primary point of contact for the stakeholder community to assist with gathering business requirements, building support and maintaining transparency; facilitate meetings and communicate regularly on project status and deliverables; develop meeting agendas, record and file meeting minutes, capture and follow up on action itemsEmploy systems to promote virtual collaboration across project stakeholder groups (e.g., wikis and document repositories)Create and manage Project Management artifacts (e.g., RACI charts, Protocol Flow Diagrams, Workflow Diagrams, Root Cause Analyses) and other process analysis artifactsLead efforts to prepare monthly status reports for assigned projectsAdvise senior management on technical issues; provide thought leadership on project analyses and process improvement activitiesLead and participate in candidate interviews; conduct annual evaluations for assigned staffQualifications
Experience managing technical projects using product management methodologies (i.e., Agile)Excellent oral and written communication skills; engaged listener with ability to engage technical and non-technical stakeholders to prepare project plans, determine project scope, and develop budgetsSolid understanding of cloud platforms, application development, and datamanagement solutionsAdvanced analytical and problem-solving skillsDemonstrated multitasking and prioritization skills; ability to work in a fast-paced, matrixedteam-environment6+ years of professional experience developing and deploying technical solutions3+ years of Technical Project Management experience leading and managing multi-phase projects comprised of multiple teams required; preferably on life-science research projects with the federal governmentProfessional certification in project and/or product management highly desiredWhy work at Emmes?
