The Business Process Analyst (Chief) will play a strategic leadership role in optimizing business processes within the program's IT operations by leveraging frameworks such as ITIL (Information Technology Infrastructure Library) and DevOps practices. This position involves aligning IT and business objectives for specific projects through the design, analysis, implementation, and continuous improvement of processes that enhance service delivery, increase efficiency, and ensure operational excellence across the organization.

Key Responsibilities:

Lead the identification, mapping, and reengineering of business and IT processes using ITIL and DevOps methodologies.

Ensure that ITIL best practices (e.g., Incident Management, Change Management, Problem Management, Service Desk, etc.) are embedded into operational processes.

Lead initiatives to align business requirements with ITIL service management processes and DevOps principles, focusing on Agile practices, continuous integration/continuous deployment (CI/CD), and infrastructure as code (IaC).

Define, implement, and enforce process governance frameworks to ensure consistency, compliance, and continuous improvement.

Work closely with IT leaders, business units, and external stakeholders to understand business needs and translate them into effective process solutions.

Facilitate workshops, training, and knowledge-sharing sessions to promote the AESMP platform's usage across various Army units.

Serve as a subject matter expert for ITIL processes and DevOps practices, providing guidance to both technical and non-technical teams.

Qualifications

Required Education and Experience:

Bachelor's degree in Information Technology, Business Administration, or a related field. Master’s degree preferred.

Experience in business process analysis or IT operations, with a focus on ITIL, service management, and DevOps practices.

Proven experience in managing and optimizing end-to-end business processes within large, complex organizations.

In-depth understanding of ITIL processes (Incident Management, Change Management, Problem Management, Service Transition, etc.) and DevOps lifecycle (Continuous Integration, Continuous Delivery, etc.).

Strong background in implementing process automation and tooling to support ITIL and DevOps practices.

Required Certifications:

ITIL v4 Foundation (required), ITIL Expert or Practitioner certifications (preferred).

Certified DevOps Leader (DOL) or similar DevOps-related certifications are a plus.

Required Security Clearance:

No security clearance is required but must be able to obtain a secret clearance.

Required Skills:

Strong leadership and project management skills, with the ability to drive cross-functional teams towards a common goal.

Deep analytical skills with the ability to identify root causes, inefficiencies, and improvement opportunities.

Excellent communication skills, both written and verbal, with the ability to engage and influence senior stakeholders.

Familiarity with key process automation and monitoring tools (e.g., ServiceNow, Jira, Jenkins, Git, Terraform, etc.).

Experience working in Agile and Lean environments, with a strong understanding of Agile principles and practices.
