Perform complex (journey-level) investigative and administrative functions in order to maintain and evaluate the quality, integrity, and synchronization of statewide Computerized Criminal History (CCH) databases. Coordinate the review and evaluation of methods, output, activities, and trends to identify and resolve discrepancies within the database(s). Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.ESSENTIAL DUTIES / RESPONSIBILITIES:Evaluate, verify and substantiate daily and quarterly FBI reports to execute appropriate changes while maintaining synchronization.Provide training, research, planning, policy, program assessment, and administrative activities for misuse of identity per State and Federal Statute.Request documentation from civil and/or criminal entities to analyze arrest submissions against Driver License fingerprints for determination of true identity for criminal or applicant submission.Develop and conduct Quality Assurance procedures and reviews on Criminal History records maintained in State and Federal databases per relevant statutes.Serve as a liaison to internal specialists, government agencies, community organizations, or the general public to explain and provide technical assistance on program specifics and requirements.Conduct training and provide guidance within the unit in the creation, development, and integration of new or revised procedural methods.Collect, compile, organize, analyze and/or prepare materials in response to requests for program information.Analyze submissions and prepare reports of findings, recommendations, and justifications for resolution.May train, lead, and/or prioritize staff workloads.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.Perform other duties as assigned.Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:Education:

Graduation from an accredited four-year college or university with a Major or emphasis of study in Criminal Justice, Law, Business or a related field preferred.Experience:

Minimum two (2) years’ experience analyzing confidential records, court documents, offense reports, and related documents. Experience must include working with records management databases and Interstate Identification Index (III) procedures.Substitution Note:

Additional relevant work experience may be substituted for the educational requirement on a year-for-year basis.Licensure and/or Certification:

If driving is required, must possess a valid driver license from state of residence. Must have or obtain (Texas Law Enforcement Telecommunications System) TLETS certification and CJIS Security Awareness certification within 6 months of hire date.Regulatory Knowledge:

Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal criminal law enforcement regulations, legislation, guidelines, policies and procedures, including III/National Fingerprint File Operational and Technical Manual/procedures.Research and Comprehension:

Must demonstrate sufficient knowledge of library, computer, and empirical research methods and sources to obtain meaningful primary and secondary data regarding a variety of subjects; and to assemble, correlate and analyze information.Analytical and Problem-Solving Skills:

Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.Organizational Skills:

Must be organized, flexible, and able to prioritize in a multi-demand and constantly changing environment.Interpersonal Skills:

Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with internal and external customers.Customer Service Skills:

Must be able to effectively communicate and present information and/or training to individuals and a wide variety of audiences.Technology:

Must possess appropriate levels of proficiency with CJIS/JJIS and with Microsoft Office Suite (Word/Excel/PowerPoint/Outlook) and be able to learn new software/systems.Confidentiality and Protected Information:

Must demonstrate an ability to responsibly handle sensitive and confidential information and situations.Safety:

Must be able to work in a safe manner at all times, avoiding shortcuts that have potential adverse results/risks.Schedule and/or Remote/Telecommuting work and/or Travel:
