Job Objective:

As the Finance Manager provides leadership to the Business Service Manager. The position ensures compliance with all Salvation Army budgetary processes, accreditation standards, and contractual fiscal requirements. The Finance Manager provides oversight to the Center's revenue structure ensuring fiscal procedures and systems are in place and in compliance with The Salvation Army as well as funding entities. The position must ensure that the Harbor Light Center's financial resources are effectively managed and utilized to meet the business objectives. This position will analyze market trends and competitors, predicting future financial needs, gaps, and trends ensuring that the Mission of The Salvation Army is effectively carried out.

What You Will Do:In cooperation with the Executive Director develops and manages the annual budget with a positive net result, ensuring fiscal compliance with Salvation Army policies and procedures.Maintain accuracy in managing financial information with agencies operating on varying fiscal timelines.Approves accounts payable on a timely basis and in a consistent manner ensuring Salvation Army policies and procedures are followed.Prepare budgets for proposals and assigned projects.Manage FEMA and Grant funds relating to client and operating needs.Ensure budget deadlines are met and fiscal year-end close-out.Identify gaps in revenue and/or expenses.Analyze fiscal data for variances, investigate variances and recommend solutions.Manage and coordinate monthly reporting, budgeting, and processes.Oversees contractual business processes, application through execution, in compliance with Salvation Army procedures.Ensures compliance with all Medicaid/Insurance criteria and guidelines.Develop strategic business plans for the facility.Maintains knowledge of business-related CARF standards, working with leadership team; Executive Director, Director of Operations, and Quality Assurance Manager to ensure compliance.Oversees all Gift-In-Kind donations ensuring proper procedures are followed.Conducts individual supervision sessions with direct reports and documents all sessions appropriately.Interviews and hires Business Service Manager as needed.Prepares reports related to areas of oversight and presents them to the Advisory Council, Divisional Headquarters staff, and others as requested.Actively participates in committees as requested.Attend monthly in-service meetings.Assist in training and policy instruction for staff.Assists in fundraising activities.Other tasks as assigned by leadershipMinimum Qualifications:

The requirements listed below are representative of the minimal education, experience, skills, and/or abilities required for this position.

Education: Bachelor's degree in business, Finance, or Accounting required, Master's degree in business or related field highly preferred; extensive business experience in a non-profit setting will be considered

Background Checks: Position requires a background check to be completed, and all background check results will be reviewed.

Experience: Five years of professional business experience is required if the highest level of education obtained is a bachelor's degree. Two years of professional business experience are required if the highest level of education obtained is a master's degree. Preferred at least one year of Governmental Contract Management experience.

Certifications: Must have a valid driver's license and maintain The Salvation Army Driver's qualification standard; must complete Safe From Harm training within the first 90 days of employment. Must complete certification for Notary within the first 90 days of employment

Skills/Abilities:

Able to speak, write and understand English in a manner sufficient for effective communication with leadership, field personnel, and clientele.Computer proficiency with Microsoft products and ability to learn electronic reporting systems.Ledger package experience preferredSupervisory Responsibility:

The position provides supervision to the Accounts Receivable Supervisor
