Job Description:

Responsible for the estimating system and proposal process to be in accordance with Estimating System policies and procedures, including established pricing templates and the solicitation requirements.

Engage as an active business partner with cross functional stakeholders to ensure alignment with all RFP requirements.

Assist team in developing strategic approaches to pricing fixed price development and other complex cost share type proposals, ensuring adequate risk coverage for the business.

Support proposal cost reviews to Sector/Segment leadership.

Responsible for internal pricing reviews necessary to develop the pricing volume in conjunction with the Program Management Office (PMO).

Provide recommendations and help drive implementation of proposal process efficiencies in order to maximize ROI of B&P budget.

Responsible for facilitating training efforts to those employees responsible for developing basis of estimates / cost estimates in support of pricing proposal efforts, no less than annually. This includes communicating appropriate cost estimating methodologies, techniques, and rationale to any individual involved in the proposal process.

Responsible for communicating and ensuring the active proposal is in conformance with applicable FAR requirements and ISR Pricing Approval Matrix prior to submission to the customer.

Responsible for completing TCPD Sweep throughout the proposal review and/or negotiation process to provide assurance that all cost or pricing data included is accurate, complete, and current prior to disclosing to the U.S. Government.

Essential Functions:

Strong proficiency with Microsoft Office Suite, with an emphasis on Excel and PowerPoint required.

Ability to articulate oral and written communications to individual contributors, management up to and including corporate executives, and customers .

Qualifications:

Bachelor’s Degree with a minimum 6 years prior relevant experience. Graduate Degree with a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

Experience managing individual(s) consisting of experienced professionals or lower-level supervisors or associate managers.

Solid understanding of the Federal Acquisition Regulations (FAR).

Knowledge of Cost or Pricing Data (CoPD) and Basis of Estimate (BOE) concepts.

Proven ability to multitask and function in a fast-paced proposal environment and collaborate with capture/proposal teams to develop pricing and win strategies while ensuring compliance and schedule adherence.

Preferred Additional Skills:

DCAA System Audit experience.

ProPricer cost estimating tool experience.
