This is a high-level administrative and specialized professional position responsible for designing, managing, and overseeing workforce development initiatives for the Department of Economic Innovation and Development. The Workforce Development Manager coordinates educational and vocational training programs in partnership with community organizations and educational institutions. The primary goal of this position is to ensure that city residents are prepared for high-demand, high skill, and technically advanced jobs through robust training, job placement, career counseling, and apprenticeship programs. An employee in this class exercises judgment, discretion, and independent decision making, while working under general supervision. This position reports to the Assistant Director or designee.
Essential Functions
Collaborates with community partners to design and implement both educational and vocational training programs that align with the needs of local industries for high-demand skilled jobs of existing and incoming local industries such as technology, healthcare, and sustainability.
Develops programs that include both technical skills training and educational pathways, offering certifications and credentials that increase employability and career advancement opportunities for residents in high-demand technical and/or skilled jobs.
Partners with educational institutions, training centers, and local employers to create access pathways for residents to both vocational training and educational programs.
Develops relationships with businesses seeking employees in the City of Miami or neighboring areas. Provides information on workforce availability and refers employers to partners offering matching skill sets.
Engages with community organizations to expand educational opportunities, ensuring programs are inclusive and accessible, especially in underserved areas.
Works with community partners to develop and facilitate apprenticeship programsfor high-skill and advanced job placements.
Develops marketing strategies and materials to increase program visibility and engagement in the community.
Conducts research and analysis to identify current and future workforce needs in the region, advising on educational and training programs that align with industry demands.
Assembles, updates and accesses computerized databases for the purpose of workforce development decision making.
Identifies, applies for, and secures grant opportunities that align with the department's goals, including those that support educational initiatives, training programs, and job placement services.
Manages awarded grants, including tracking expenditures, ensuring compliance with grant requirements, and preparing regular reports for funding agencies.
Organizes and oversees job fairs, career expos, and skills workshops in partnership with local industries. Coordinates event logistics, marketing efforts, and partner engagement.
Refers unskilled or entry level job seekers to the City of Miami's Opportunity Center for assistance with local employment opportunities.
Coordinates with community partners to offer career counseling services, helping residents identify their career goals, align their skills with available opportunities, and access resources for upskilling or reskilling.
Monitors the effectiveness of educational and vocational training programs through data collection and participant feedback, preparing reports and recommendations for continuous improvement.
Works closely with other city departments to ensure educational and workforce development initiatives align with broader economic development goals.
Develops and compiles data to recommend for local, state, and federal policies that support investment in education, vocational training, job creation, and workforce development programs that benefit the community.
Performing related duties as required.
Minimum Requirements
Bachelor's Degree in Public Administration, Business Administration, Human Resources, Education, or a closely related field.
Four (4) years) experience in workforce program development and curriculum for job placements.
A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application,
