Principal Procurement Specialist !

Your Role

We are looking for candidates will bring an advanced understanding of public procurement with excellent negotiation and contracting skills along with a desire to learn and teach others. Essential Job Duties

Public Procurement

Lead complex open, public, competitive, procurement processes using a variety of different solicitation methods informed by governing procurement status and rules.Guide business and project leaders through the competitive selection process, including drafting bid or request for proposal documents, public advertisement, facilitating the evaluation selection process, conducting contract award, and working with the contractor community throughout process.Ensure compliance with laws and regulations governing public procurements.Support strategic sourcing efforts.Public Contracting

Negotiate pricing, scope and terms in the interests of the Port on a variety of types of public contract.Consult with legal and other business functions to ensure legal sufficient contracts are executed upholding Port InterestsProcess all requisitions for user department and draft and issue appropriate form of contract such as service contracts, task orders, and purchase orders.Exercise contracting authority to execute and amend contracts.Project Coordination and Compliance Support

Accurately track work in department work tracking system and provide status updates. Partner with internal stakeholders and clients to develop work forecasts, priority, and schedules.Serve as subject matter expert on rules and regulations governing public sector procurements. Provide training and consultation on procurement processes and procedures to lower-level procurement staff and user departments as required.Participate in team projects as directed by supervisor, report and recommend suggestions for process and procedure improvements to C&P Manager.

Minimum Qualifications

Education and experience:

Bachelor's degree in Supply Chain, Public or Business Administration, or a related field

OR

equivalent additional experience in the area(s) described below.Please ensure your application materials show at least six (6) years in:

Leading solicitations and request for proposals for complex procurements;Drafting and negotiating complex contracts;

andEnsuring compliance with procurement laws and regulationsExperience must be in either Oregon or Washington public sector procurement

or

a regulated industry subject to similar requirements (e.g. utility, health care, federal contracting)

License and/or certifications preferred:

Certified Professional Public Buyer (CPPB)Certified Public Purchasing Officer (CPPO)NIGP Certified Procurement Professional (NIGP-CPP)Certified Professional in Supply Management (CPSM)Demonstrated knowledge and skills:

Procurement and Contract laws both Oregon Revised Statutes and Federal (such as FAA, U.S. Army Corp. of Engineers, etc.) regulations.Prioritizing needs and interests of Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington to increase regional prosperity.Principles, theories, and concepts of procuring materials and complex services.Principles of negotiations and contracts.Legal aspects of contracts and termsPrinciples of drafting language for legal documents: solicitations and contracts.Use of procurement systems including reporting and data analysis.Format, produce, proofread, and edit correspondence, documents, spreadsheets in general business software.Perform basic and advanced math functions related to cost/price analysis and apply basic accounting principles.Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels.Facilitation of processes and consensus building.Conflict resolutionTraining and mentoring

SELECTION PROCESS

(tentative schedule):

1. A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources after November 19th.

2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.

3. Our goal is to schedule first-round interviews with candidates who successfully passed the SME evaluation step in the beginning of December. The first round will typically include the recruiter and the hiring manager.
