POSITION :
ASSISTANT SUPERVISOR OF BUILDINGS AND GROUNDS

REPORTS TO :
Supervisor of Buildings and Grounds
SUPERVISES :
Maintenance Personnel/custodial and outside Contractors
QUALIFICATIONS :Have a minimum of five (5) years experience in construction and/or property management and Fireman's Black Seal License.Demonstrate thorough knowledge of construction codes and methods, health and safety regulations, New Jersey Administrative Code Titles 18A and 6, business management practices and principles.Knowledge of computer applicationsStrong interpersonal and communication skillsPossesses or is working toward CEFM certification.SCOPE
:
Assist the Supervisor of Buildings and Grounds in administering a comprehensive program of operations in order to maintain all school facilities and related equipment in an efficient and economical manner. Ensure that all staff, students and community have a safe, healthy, clean and attractive facility that is conducive to the learning process.
RESPONSIBILITIES:
Supports the Supervisor of Buildings and Grounds in the responsibilities for planning and scheduling of maintenance and repair requirements of the district's schools, office facilities and grounds.Implements and carries out a program of preventative maintenanceMaintains such records as are required by Board policy or lawAssists in recruitment, employment, assignment, transfer, promotion, demotion, or dismissal of custodial, maintenance and grounds personnelDetermines and establishes detailed specifications pertaining to supplies, materials, equipment and local contract workImplements guidelines for the division of responsibility for minor in-school repairs and emergency repairsReports the general condition of all district buildings and grounds along with recommendations and cost estimates for corrective action to the Supervisor of Buildings and Grounds.Assist with processing all building permits for usage of any district owned building or facility, ensuring adequate insurance coverage by the individual or group that will use the building or facilityArranges for permits and inspections required by the city, county and state for installations and modificationsPerforms monthly inspections and evaluations of all district facilities at the descretion of Supervisor of Buildings and Grounds .Assist in the supervision and inspection of the work performed by outside contractors and verifies the terms of all such contracts have been fulfilledEnforces Board policies regarding school maintenance, safety and security proceduresKeeps and maintains an up-to-date file of blueprints, building plans and other materials providing information concerning the details of all buildings and ground, constructions, and layoutsAssist in preparing the budget requests for personnel, equipment and supplies necessary for efficient and desirable maintenance and operation of the buildings and groundsProvides and operates an adequate system of personnel accounting - time worked; quality and quantity of work accomplished; absences, overtime, accidents and accident reporting, and other items of necessary informationAssist in the implementation of Asbestos Management Program and Right-to-Know ProgramAssist in the administration of school fire prevention and safety program for the districtPerforms other duties that may be assigned or required by law, code, regulation/Board policyAt the descretion of Supervisor of Buildings and Grounds, d evelop and supervise work and vacation schedules for all custodial personnel, and approve all overtime using established procedures and budgetAssist in the development and implementation the multi-year ComprehensiveMaintenance Plan (N.J.A.C. 6:8-4.9(a) 7) that is both corrective and preventative for the upkeep of all facilities, grounds, and the major facilities systems (HVAC, mechanical, plumbing, electrical and structural) of the district. Monitor and recommend systems and procedures to ensure the security of all facilities.Implement and monitor an effective grounds maintenance program, including playground equipment, to ensure the grounds are attractive and safe. Work cooperatively with the building Principals and supervisors in the preparation of playing fields and facilities for athletics and school activitiesProvide and maintain an efficient and effective waste disposal system with provisions for recycling of all waste permitted by local and state regulationsAttend required meetings and serve, as appropriate on staff committeesObserve strictly and exceed, to avoid the appearance of conflict, all requirements of the School Ethics Act (N.J.S.A 18A:12-21 et seq.) regarding conflicts of interest in employment, purchasing, and other decisions, including solicitation and acceptance of gifts and favors, and submit in a timely fashion the required annual disclosure statement regarding employment and financial interests.PHYSICAL DEMANDS:
Possess sufficient strength to lift items as much as fifty (50) points and be able to move them as far as fifty (50) feet at a timePossess sufficient strength and dexterity to operate the equipment of the various building systems and the tools necessary to test and repair the equipment of the districtPossess the ability to climb and work off a ladderPossess the skills necessary to operate a variety of power machinery, tools, vehicles, tractors and snow removal equipmentPossess normal or corrected eyesight and normal or corrected hearing
EVALUATION CRITERIA:
The person who holds the title of "Assistant Supervisor of Buildings and Grounds" shall be evaluated annually by the Supervisor of Buildings and Grounds
in accordance with Board of Education policy and this job description.
