Summary About the Position: Serve as the Human Resources Specialist (Lab Demo) and advisor responsible for supporting the implementing of Army Research Institute's (ARI) alternate personnel system, the Laboratory Personnel Demonstration Project (Demo/PDP). This is a DEMO position at the DE-03 level; the DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels. Responsibilities Coordinate civilian human resources functions, such as staffing, position classification, labor relations, employee relations, performance management, compensation, program evaluation restructure/reshape, and the personnel demonstrations projects. Plan and issue definitive implementation guidance, policies, procedures, and milestones relevant to the Lab Demo. Prepare a variety of narrative and statistical reports on program status. Conduct data analysis as it pertains to trends within the demo, such as awards, performance assessment, performance payout, turnover rates. Provide face-to-face demo training to managers and employees new to the demo; as well as provide refresher training. Specialized Experience: One year of specialized experience which includes advising managers in areas such as organizational effectiveness, lab demo, and HR strategic initiatives; preparing a variety of reports on program status; assisting managers in employee recruitment and selection strategies; and utilizing various personnel systems to conduct data analysis as it pertains to trends, such as awards, performance assessment, performance payout, and turnover rates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-2/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Communications Organizational Performance Analysis Personnel and Human Resources Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
