Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in Office of Finance and Operations, Executive Office. Incumbent analyze and advise management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency. As a Management and Program Analyst, GS-0343-12, you will be responsible for: • Providing expert advice, guidance, and technical assistance in coordinating the development and revision of Departmental Directives (policies including Directives and Handbooks). • Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. • Implementing business practice improvements for the management of existing Directives and the clearance of new and revised Directives. Maintains the official digital repository of Directives. • Analyzing and evaluating, on a quantitative/qualitative, basis the effectiveness of line program operations in meeting established goals and objectives. As a Management and Program Analyst, GS-0343-13, you will be responsible for: • Providing expert advice, guidance, and technical assistance in coordinating the development and revision of Departmental Directives (policies including Directives and Handbooks). Implements business practice improvements for the management of existing Directives and the clearance of new and revised Directives. • Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. • Developing procedures and systems for assessing the effectiveness of programs/management processes. • Analyzing and evaluating, on a quantitative/qualitative, basis the effectiveness of line program operations in meeting established goals and objectives. Requirements Conditions of Employment Relocation will not be paid. You may be subject to serve a one-year probationary period. Males 18 and over must be registered with the Selective Service. Must be a US Citizen. Must complete a Background Investigation and Fingerprint check. You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement. Conditions of Employment TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-12, if you possess the specialize experience. Specialized Experience for the GS-12 One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in assisting and revising policy directives or handbooks. 2. Experience in creating and maintaining systems for assessing the effectiveness of programs/management processes. 3. Experience in analyzing or evaluating new or modified policies, regulations, objectives. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures. 2. Knowledge of the major issues, program goals, and objectives, work processes, and administrative operations of the organization. 3. Skill to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve work operations in a program or support setting. 4. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity. You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in developing procedures and systems for assessing the effectiveness of programs/management processes. 2. Experience developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. 3. Experience providing advice, guidance, and technical assistance in coordinating the development and revision of policies including directives and handbooks. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to communicate orally and in writing to all customers, internal/external. 2. Knowledge of the major issues, program goals, and objectives, work processes, and administrative operations of the organization. 3. Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve work operations in a program or support setting. 4. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organizational productivity. Education Education cannot be substituted for experience for this position and grade level.
