The City of Norfolk's Department of City Planning is seeking an Environmental Construction Inspector I. The Environmental Construction Inspector I will be responsible for ensuring the City of Norfolk maintains compliance with state regulations. Work involves ensuring compliance with erosion and sediment control and Storm Water construction general permit.

Essential Functions

Reads and interprets site plans and permit documents.

Conducts visual and physical inspections, examines and evaluates land disturbing activities for compliance with E&S codes, and VSMP permit compliance.

Conducts pre-construction meetings.

Performs on-site inspections of land disturbing activities.

Provides inspection reports and issues violation notices and/or court summons.

Coordinates E&S control and VSMP compliance with contractors, residents, businesses, and various government agencies.

Performs regular site inspections to ensure that land disturbing activity permit holders erect and maintain proper E&S controls and comply with VSMP standards.

Interprets the City’s Erosion and Sediment Control Ordinance and Virginia Storm Water Management Program Permit.

Updates records, databases, and daily inspection logs.

Composes letters and various statistical and project status reports.

The preferred candidate will have the ability to:

Utilize technical skills associated with a background in construction activities, construction management, plan reading, and construction inspection.

Safely navigate around job sites.

Document conformity with E&S and storm water standards and specifications.

Work under extreme weather conditions at all times of the year.

Establish and maintain effective working relationships.

Review construction plans and documents.

Communicate code requirements to builders, contractors, site superintendents and citizens.

Operate a personal computer and various field equipment.

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

Required:

One year of experience in construction or engineering.

Additional Information & Requirements

Valid Driver's License required.

The candidate will be expected to obtain:

A Commonwealth of Virginia certification as an Erosion and Sediment Control Inspector within one (1) year of appointment.

Commonwealth of Virginia certification as a Storm Water Inspector within one (1) year of appointment.

Commission as a Special Police Officer within six (6) months.

Work Schedule: Monday – Friday; 8:00am – 4:30 pm; 40 hours per week

Signing Bonus: This position is eligible for a $5,000 signing bonus.

Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
