Job Description:
Direct a compliant and effective Government Programs organization-wide Information Security and Privacy Program for the General Support Systems and Major Applications of the Benefits Coordination and Recovery Center (BCRC). The Security and Privacy Program includes Privacy Impact Assessments, Risk Assessments, Vulnerability Management, System Security Plans, Business Contingency Plans, self-assessments, training and corrective actions.
Principal Responsibilities:
Direct the enterprise-wide Systems Security efforts of the BCRC in order to maintain the Authority to Operate (ATO) for the BCRC program.
Develop, design, evaluate, define, implement, and integrate CMS initiatives in the Government Programs to support specific architecture and platform technology.
Oversee Firewall, IDS and anti-virus systems in the Government Programs Division.
Direct Security Awareness Training to staff and Security Skills Training as appropriate.
Interact with CMS staff on an ongoing basis and attend CMS training and meetings requiring travel as needed.
Prepare reports of security incidents and events, on-going investigations, and vulnerability assessments
Oversee activities relating to HIPAA Privacy and Security requirements and ongoing compliance.
Effectively utilize information security tools to perform Risk Analyses, Vulnerability Analyses, Intrusion Detection, Incident Response, and event correlation.
Oversee Continuous Monitoring of assets, configurations, and vulnerabilities & exploits.
Review RFPs, contracts and agreements for compliance with security needs. Assist with proposals for new business, as directed.
JOB RESPONSIBILITIES:
The position of BCRC Systems Security Officer includes the following job responsibilities:
Direct all efforts to achieve and maintain the Authority to Operate (ATO) for the BCRC program.
Direct systems security efforts of Senior Systems Security Specialists in the Medicare Division and at subcontractors to assure an effective coordinated compliant program.
Work directly with the Federal Government to clearly understand contractual and compliance requirements.
Interface directly with the VP and peers to assure the standards of an excellent Systems Security program are met.
Exhibit superior leadership in effectuating the Systems Security program under the BCRC.
REQUIRED QUALIFICATIONS:
Bachelor’s degree or equivalent experience
Minimum 10 or more years of experience in Government Information Security
Experience with Medicare Secondary Payer (MSP) Information Security requirements a major plus
Familiar with the CMS Technical Reference Architecture
Security Skills: Knowledge of CMS security standards, Risk Management Handbook, Incident Response, Contingency Planning, and Penetration Testing practices
Security Skills: Knowledge of CMS Risk Management Handbook
Certifications: Must hold CISSP or equivalent.
IT and/ or Security certifications in one or more of the following areas is strongly preferred: CISM, CCNA CCNP, CCIE, MCSE, CNE or GIAC.

The likely salary range for this position is $153,000 - $207,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
