Summary The Mid-level Manager provides technical and administrative supervision to subordinate Supervisors responsible for overseeing a substantial work force of officers and technician positions. The position has oversight of special projects, logistical planning, large-scale resource management, and multiple funding sources across several organizational units covering a large geographic area. Responsibilities The duties may include, but are not limited to: Responsible for managing Agricultural Quarantine Inspection (AQI) and/or Domestic programs as follows: Designs regulatory, survey, control, and/or eradication efforts. Represents Plant Protection and Quarantine (PPQ) in cooperative programs. Develops survey, treatment, and/or inspection initiative in order to facilitate exports of agricultural products. Oversees the planning and management of inspections, treatments, and survey/eradication programs as well as the enforcement of quarantines. Provides guidance to the first-level supervisors who initiate and modify techniques and procedures to meet changing program requirements. Develops and maintains cooperative relations with customers, stakeholders, regulated entities, and other Federal and local governmental agencies. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR: Combination of education and experience: Courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position PLUS appropriate experience or additional education. In addition to meeting the basic requirement, you will also need to meet the following: FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Provides technical and administrative supervision and oversight by preparing reports, acquisition plans and budget preparation/ tracking, procurement of goods and services, and conducting risk analysis, using plant pest program databases, and research tools. Assisting with program policy development, including processes and procedures that improve operations, resulting in greater efficiency and effective application of regulations for inspections, treatments, survey/eradication programs, and quarantine applications. Managing plant pest and disease program administration, involving large-scale resources, a high degree of logistical planning, and multiple funding sources, monitoring contracts. Evaluating and developing staff members, addressing performance problems, managing workforce staffing needs for overtime and TDY assignments. Representing the work unit and state-wide programs in meetings with inter/intra-organizational cooperators, stakeholders, and contracting entities to confer program status, accomplish goals, and/or leverage resources Note: There is no education substitution for this grade level. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. A relocation incentive may be offered for this position. Incentives are subject to agency policy, the specifics of individual job offers will be considered at time of selection. An incentive is not guaranteed. A service agreement will be required. Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
