DISCOVER THE OPPORTUNITY TO Lead the Human Capital Management (Benefits) enterprise service automation module; Establish guidelines and best practices for processing benefits in Core-CT; Process Open Enrollment for state employees, retirees, and UConn graduate students; Work with healthcare carriers and carrier files for processing and reporting of healthcare benefits; Troubleshoot and resolve complex issues; Gather requirements and documentation; Document and understand business processes; Implement and validate system upgrades and/or bugs and fixes; Review impacts to processes and procedures based upon system upgrades; Develop and troubleshoot reports, analytics, queries, spreadsheets, and documents; Analyze requirements and business processes and turn these into technical documentation; Develop documents and presentations and execute training; Participate in system activities as needed. ABOUT US The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public. We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces. The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. PURPOSE OF JOB CLASS (NATURE OF WORK) In the Department of Administrative Services or Office of the State Comptroller this class is accountable for supervising staff assigned to statewide Core-CT Enterprise Resource Planning (ERP) fiscal functions including integrated financials, supply chain management or enterprise services automation modules. KNOWLEDGE, SKILL AND ABILITY Considerable knowledge of Peoplesoft or ERP (system) integrated module knowledge; principles and practices of public administration, governmental budget management and accounting including project costing; the integration of modules; grants and contract preparation and administration; purchasing principles and procedures; asset management; and ability to map business processes; and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software; Knowledge of project management principles and techniques; business re-engineering process; Considerable interpersonal skills; oral and written communication skills; Considerable ability to prepare and analyze financial documents and reports; understand how the application does or does not support the States business process; identify, analyze and resolve highly complex business problems; utilize Enterprise Resource Planning systems for financial management; conduct task analysis; gather technical information and effectively communicate to the appropriate source; Ability to train and make presentations; Supervisory ability. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Nine (9) years of professional experience as a business analyst operating within financial systems. NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Two (2) years of the General Experience must have been in a professional capacity independently performing a complex tasks in support of an integrated financials Enterprise Resource Planning system at the level of ERP Financials Business Specialist. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience. For state employees two (2) years of experience as an ERP Financials Business Specialist may be substituted for the General and Special Experience. PREFERRED QUALIFICATIONS Experience communicating effectively with a diverse population through verbal and written communication. Experience with PeopleSoft Human Capital Management applications, including version 9.2 with Fluid. Experience with PeopleSoft HCM Benefits and integration with other PeopleSoft HCM modules. Experience managing and documenting software projects; Experience interpreting, analyzing and documenting Benefits application business requirements, particularly with respect to State of Connecticut requirements; Experience with the process of open enrollment in PeopleSoft and benefit carrier enrollment; Experience leading and coaching lower-level staff; Experience utilizing Microsoft Teams to communicate in a team atmosphere; Microsoft Office software to develop resources, presentations, and analyze data; and Visio to create process flow diagrams.
