You have a strong background in Oracle PeopleSoft, PeopleCode, and knowledge of ERP systems and integrations.You are a problem solver with significant technical expertise and attention to detail that makes you adept at assessing functional and technical gaps in custom designs and troubleshoot technical issues.You can work collaboratively with business analysts to understand client business requirements and recommend solutions to complex business issues.You work successfully in an independent and team capacity.You want to do work that matters and want to build a better Connecticut with the Office of the State Comptroller, promoting economic growth, advocating for fiscal control, and championing policies that lower costs.DISCOVER THE OPPORTUNITY TO

Provide application development support for Core-CT PeopleSoft Financial applications and modules;Serve as Senior PeopleSoft Financial Developer to support Core-CT with existing system maintenance and upcoming application upgrades while ensuring continued operations of underlying PeopleSoft customizations;Support one or more of the following PeopleSoft Financials 9.2 modules: General Ledger (GL), Commitment Control (KK), Accounts Payable (AP), eProcurement (ePro), Purchasing (PO), Billing (BI), Accounts Receivable (AR), Project Costing (PC), Asset Management (AM), Inventory (IN), Grants Management, Vendor Self-Serve, PS Security and other related core PeopleSoft Financials modules;Monitor batch processing and system issues that occur during normal duty hours and off duty hours, perform issue analysis, and coordinate issue resolution with Core-CT team;Develop and review SQL to perform data maintenance and updates;Develop applications using PeopleSoft PeopleTools such as PeopleCode, Application Engine, Component Interfaces, SQR, and Integration Broker;Maintain and enhance existing applications and reports;Coordinate with team and module leads for fast resolution of time-sensitive issues;Work with DBA's to monitor and improve application performance;Assist in the design and development of PeopleSoft customizations based on business requirements and bolt-on solutions;Understand requirements, designing, developing, testing, and implementing new and custom modules;Assist with creation of standard operating procedures for issue resolution;Assist with bug fixes and patching activities;Work with Oracle database tables and structures, views, functions and indexes;Perform code updates and retrofits and resolve issues with testing;Assist with Oracle PeopleSoft PUM and the application patching process;Maintain documentation of development processes and configurations.Work with business partners and agencies to establish new interfaces as required;Coordinate with business analyst to understand client business requirements and recommend solutions to complex business issues.Develop and maintain outbound and inbound file interfaces;Utilize STAT or Phire for comparing code, version control and change management;Create and maintain proper technical documentation for various projects and issues.ABOUT US

The Office of the State Comptroller (OSC) is an agency whose mission is to provide accounting and financial services, administer employee and retiree benefits, develop accounting policy and exercise accounting oversight, and prepare financial reports for the state, federal and municipal governments, and the public.

We are located in the State Office Building at 165 Capitol Avenue, Hartford, CT. This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.

The

Information Technology

division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. The division maintains and upgrades Core-CT, provides analysis, maintains the comptroller's technical infrastructure, and is responsible for web development for the comptroller's communication sites.

In a state agency Information Technology (IT) environment this class is accountable for performing the most complex and technical support work and/or acting as a working supervisor of Information Technology Analysts engaged in information systems development or technical support.

Supervisory ability.MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in information technology (IT) operations, programming, systems/software development or another IT-related field.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the full professional working level with responsibility for performing a full range of complex technical support functions in such areas as: assisting in the design, implementation and management of a major communications network; providing technical and administrative support for a wide area network (WAN) or mini-computer system; assisting in the installation and maintenance of major sub-systems or installing and maintaining other host and/or network software; participating in the design and development of system applications; serving as a project coordinator responsible for coordinating the design, development, programming and implementation of moderately complex information systems projects; performing any closely related complex technical support function.

NOTE: For state employees this experience is interpreted at the level of an Information Technology Analyst 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.PREFERRED QUALIFICATIONS

Experience explaining technical concepts, including verbal and written communication to a diverse population.Experience with full project life cycle implementation and/or upgrade using PeopleSoft Financials application on version 9.2 or other recent version.Experience using PeopleTools 8.56 or recent versions as PeopleSoft Developer, utilizing PeopleCode, Application Engine, Component Interfaces, SQR, Integration Broker and Fluid pages.Experience with Oracle SQL skills (Oracle 12c or latest versions).
