THIS IS A NON-CIVIL SERVICE POSITION MAYOR'S OFFICE OF OVERDOSE RESPONSE EXECUTIVE DIRECTOR I POSTING DATE: November 19, 2024 SALARY RANGE: $141,521 - $215,000 BACKGROUND CHECK Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed. PROBATION All persons, including current City employees, selected for this position must complete a mandatory 6-month probation. RESPONSIBILITIES OVERVIEW: The Executive Director of Overdose Response (the Executive Director) will develop, lead and champion the City of Baltimore's strategic response to the overdose epidemic. This position will ensure that the efforts of agencies and departments city-wide are aligned and not duplicating or conflicting efforts with regard to drug use and its harms. Appointed by the Mayor and reporting to the Chief Administrative Officer (CAO), the Executive Director will work closely with city agency and departmental staff, as well as community partners involved in prevention, education, harm reduction, treatment and recovery support. DUTIES AND RESPONSIBILITIES: Coordinate and implement the citywide response to the overdose epidemic including working with the Health Department, Police, Fire/EMS, the Department of Public Works (DPW), the Department of Housing and Community Development (DHCD), and the Mayor's Office of Homeless Services (MOHS) among other City agencies. Serve as Co-Chair of the Restitution Advisory Board (RAB), the entity responsible for making recommendations for the use of the City's restitution funds by reviewing grant applications. Collaborate closely with Health Department to support the work of Baltimore's Citywide Overdose Prevention Team and Overdose Fatality Review Team, chaired by the Health Commissioner Serve as primary and direct contact and manage communications regarding all overdose efforts for Baltimore City, including all governmental and nongovernmental entities (state and federal government, private partners, foundations, provider community, etc.). Coordinate with the Mayor's Office of Recovery Programs (MORP), which is the office responsible for grant management for the opioid restitution funds in alignment with Notices of Funding Availability (NOFA). Lead, prepare, and facilitate the Mayor's Overdose Cabinet meetings, including meeting with the Overdose Cabinet and Mayor to determine and finalize the overdose strategy, community engagement plans, needs assessment, requests for proposals for funding, final funding allocations, and transparency and accountability plan (including public facing dashboards. Implement the transparency and accountability plan, in coordination with the Mayor's Office of Recovery Programs and the Health Department, including a public facing dashboard. Prepare an annual report submitted to the Mayor and City Council on the opioid restitution spending. Supervise the Opioid Restitution Program Manager REQUIRED QUALIFICATIONS: A bachelor's degree in public health, public policy, or related field. A master's degree in public health, public policy, or related field is a plus A minimum of 10 years of professional experience working in the development and implementation of public health programming, with a particular focus on substance use disorder, and/or behavioral healthcare A minimum of 10 years of professional experience in project management, budget management, cross-cultural awareness, communication, influence, negotiation, conflict resolution and creative problem solving Excellent written and oral communication skills; Strong communication skills, with experience representing an organization in governmental and community settings, including working with media and presenting to governing bodies. Ability to build strong, ongoing, impactful relationships at all organizational levels and across a diverse range of cultural, generational, ethnic, racial, educational, and social backgrounds; Knowledge of the political process, policy issues and strategies to inform and influence the county government and others for the benefit of the department. PREFERRED EXPERIENCES: Experience working with local, state, and or Federal agencies to advance health equity and social justice.
