Summary You will serve as a DIRECTOR FOR POLICY AND STRATEGY in the DEPUTY UNDER SECRETARY OF THE NAVY (POLICY) (DUSN (P)) OF THE UNDER SECRETARY OF THE NAVY. Responsibilities You will provide advice, counsel and executive assistance on matters such as continuing responsibility for development, implementation and review of strategy, policies, plans, and programs of critical interest. You will be responsible for general defense and foreign policy development, and for all policy coordination at the executive level with the Offices of the Under Secretary of Defense for Policy (OUSD(P)). You will be responsible for assessing Navy and Marine Corps programs, technology development and warfighting concepts and analyzing the implications for development of future naval capabilities. You will assess service programmatic solutions and their relationship to Departmental and Secretarial guidance within the DON Program Objective Memorandum (POM)/Budget process. You will advise subordinates on all administrative matters, including personnel policies and regulations. You will speak for and represent the DUSN (P) in interactions with private industry, think tanks, non-profit organizations and foreign partners and allies to promote DON interests in the areas of defense policy, capabilities and readiness. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions (e.g. management of agency research operations, or staffing requirements for new or substantially altered training or missions and programs). Experience with the DON, DoD, houses of Congress and the wider Executive Branch of Government including the White House and associated offices' organizations, operations, and administration processes.
