Summary As a Program Specialist in the Mission Support Directorate (MSD) at NASA Headquarters, you will be responsible for coordinating across NASA's mission support areas and with key partnering offices to manage the full range of day-to-day administrative, programmatic, and program support activities. Responsibilities Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Engage in on-going project assessment to improve performance. Propose project and process enhancements, including short- and long-range planning, evaluation of requirements and priorities, and reporting. Lead planning and coordination efforts for all organizational strategic retreats, special events, and collaborative meetings. Ensure appropriate venue selection, accommodation availability, transportation, and meals while overseeing activities performed by the logistics subcontractor. Conduct the annual MSD COOP (Continuity of Operations) review with MSD executive leadership. Communicate COOP exercises and lessons learned to the workforce and serve as MSD PAT (Personnel Accountability Team) Point of Contact (POC). Ensure MSD COOP planning documents are updated as required (e.g., due to organizational and/or personnel changes). Serve as MSD Core Information Technology (IT) POC, approving and coordinating employee IT equipment subscriptions, including computers, phones, printers, and copiers. Also serve as the MSD IT property custodian. Implement standard approaches and mechanisms (tools, processes, etc.) to ensure project team(s) operate according to best practices and are efficient and effective. Ensure organizational compliance with administrative functions, requirements, and guidelines and provide proactive guidance and assistance to employees and senior leadership on these matters, including directives and policy management. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level: Providing guidance on interpreting applicable regulations, policies, guidance, and office procedures; Supporting senior leadership or management with data collection and data analysis to meet organizational initiatives; Creating reports, presentations, and/or spreadsheets to identify process improvements. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Recommending, developing, and executing administrative processes, guidelines, standards, or initiatives to improve operations; Collaborating cross-organizationally to establish and meet organizational initiatives and program goals; Developing and implementing customer support processes, guidance, or policy.
