POSITION SUMMARY:

Schedule:

Monday through Friday from 9am to 5pm.

Under the general direction of the Controller, applies generally accepted accounting principles in analyzing various general ledger accounts and preparation of financial statements. Responsible for overseeing and recording company assets, advances and outside report filings.

The Accounting Manager is responsible for handling all billings and collections related to the various external funding entities. S/he supervises and is supported by two direct report Billing Accountants and one General Accountant, each of whom has billing, accounting, collections and financial reporting responsibility for specific programs. Working with the staff billing accountant team, the Accounting Manager ensures that all reporting required for billing is prepared on a timely basis with follow-up on collections. This position may assist in performing other related financial reporting work as requested by the Controller. S/he will perform functions including internal financial reporting, analysis of program expenditures and service production, and provide internal audit support for all external audits.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages Billing Accountants and General Accountant to ensure timely billing of contracts along with collections and general ledger responsibilities.• Oversees and handle billings and collections of several key government contracts.• Reviews and approves monthly billing reports and/or the corresponding journal entries prepared by Billing Accountants to record earned revenue for all government contracts prior to Controller or CFO signature.• Assists in the cost reporting and program budgeting process working with the Manager of Financial Reporting by providing billing information.• Either directly or through subordinate staff, works and meets with program managers and other accountants to insure that expenses are properly posted to the correct program, are in compliance with contract requirements for each program, review year-to-date financial results (budget to actual) for the programs and, that expenses are being incurred timely in order to maximize contract reimbursements where applicable.• Supervises Billing Accountants to analyze and explain monthly budget to actual variances in earned income and expenses for all programs, in preparation for monthly Variance Report due to the Controller.• Works with Controller and Director of Accounting as necessary to develop and implement accounting systems and policies.• Reviews the monthly journal entries prepared by Accounting staff to record income.• Reviews coding of cash receipts.• Prepares a monthly billing summary report for Controller and CFO that shows beginning receivables by contract, new revenue billed during month that agrees to the general ledger, cash collections during month, and ending receivables, aged, at end of month.• Responsible for the general ledger closing and preparation of monthly financial reports and analyses of fluctuations. Reviews/prepares supporting schedules.• Reviews on a timely monthly basis cash accounts and bank reconciliations assigned including the research of outstanding and unusual items and notifying management of key concerns.• Reviews/prepares monthly reconciliations of general ledger accounts and researching unbalance items, unusual fluctuations, and preparing necessary adjustments for accounts assigned.• Assist in the audit and tax return process including preparation of key audit schedules and analyses.• Prepare standard, recurring and other journal entries (corrections, etc) and monthly cost allocations. (i.e., Recurring: Payroll, insurance, depreciation, vacation liability, amortization of prepaid expense, interest revenue, accrual journal entries, bank fees, interest. (see month-end closing worksheet for source reference). Allocation process includes general expense allocation, site expense allocation, and overhead cost allocation.• Works closely with other department areas to ensure proper accounting treatment in accordance with funding agency guidelines, GAAP and company policy.• Oversees all cost allocation processes working closely with the Controller.• Oversees all transactions related to LAC DMH working closely with the CFO.• Preparation of tax exemption filings, sales tax returns as necessary, annual 990 filing and annual welfare tax exemptions for all applicable counties. Prepare annual Welfare Exemption for all locations in all counties due annually on Feb 15. Prepare Business Property Statement for all counties, and complete all Census Bureau surveys and other special reporting to outside agencies. Also assist with cost report preparations.• Takes steps to ensure the timely submission of all performance appraisals, new hire and termination paperwork and other employee status changes within the division (including informing HR of employee leaves, work-related injuries and employee incidents.)• Attends and participates in staff meetings to provide input towards department development and staff training.• Model Pacific Clinics' approach, mission and core values in all communication and correspondence.• Interacts with other internal programs, clinical/support staff and external sources such as school or community personnel as applicable.• Communicate effectively in a culturally competent and diverse consumer population and promotes favorable interaction with managers, co-workers and others.• Assists Director of Accounting, Controller, CFO and other staff as needed• Perform other duties as assigned.

EDUCATION and/or EXPERIENCE/POSITION REQUIREMENTS:

• Bachelors degree in Accounting or Finance or equivalent.• Minimum of five years general ledger accounting experience.• Knowledge of general accepted accounting principles, policies and procedures. Attention to detail reconciliation, a plus• Proficient in Microsoft Office, including Word, Excel, and Access.• Able to use 10-key by touch.• Effective organization skills and ability to work with minimal supervision.• Ability to work effectively and professionally in a multi-task, fast-paced environment.• Knowledge of generally accepted accounting and auditing procedures and internal controls.• Excellent verbal and written communication skills.• Current California driver's license and a driving record acceptable to the Agency's insurance carrier.• Ability to work effectively with diverse staff and Agency demographics.• Ability to work a flexible schedule as needed to fulfill departmental and Agency needs which may include weekends, evening, and holidays.

While performing the duties of this job the employee is frequently required to stand or sit. The employee is required to use hands to produce records and/or documentation in manual or electronic format. The employee must regularly lift and/or move up to 5 pounds and occasionally move or lift up to 10 pounds.
