The Presidio Trust is seeking a Administrative Management Senior Specialist supporting the Administration Division. The Presidio Trust is an innovative federal agency that stewards and shares the history, beauty, and wonder of the Presidio for everyone to enjoy forever. Reporting to the Director of Administration, the Administrative Management Senior Specialist ensures the seamless integration of the Trust's administrative compliance management functions; unifying a set of diverse functions, that includes developing and implementing a Trust privacy program, managing privacy risks, conducting compliance audits, enhancing records management practices, ensuring compliance with federal regulations and improving overall administrative processes. The position is central to enhancing the Trust's operational effectiveness, compliance with federal regulations, and information management practices; supports the department in its efforts to foster a culture of continuous improvement, accountability, and transparency in compliance and administrative services.

This is a full-time position with benefits and a starting pay range of $126,842 to $150,531, based in the San Francisco Bay Area. The starting base salary is dependent on the experience and qualifications of the candidate. Applications received by December 4, 2024 will receive first consideration.

Responsibilities

Develop and implement a Trust privacy program plan, including consistent approach to privacy policies and processes, and identification and mitigation of privacy risks, compliance audits.Serve as the Agency's privacy subject matter expert to support staff on privacy program actions and activities. Offer guidance to management and stakeholders on privacy matters, and the latest regulations and risks.Develop, publish, and maintain privacy notices, including Systems of Records Notices (SORN), Privacy Threshold Analysis (PTA), and Privacy Impact Assessments (PIA), ensuring effective access, correction, complaint management, and redress policies.Develop, manage, and conduct policy and procedures audits for compliance with federal law, regulations, and OMB guidance. Coordinate with the General Counsel's office to monitor and ensure compliance with privacy laws and communicate requirements and risks to staff.Create and deliver privacy training and awareness programs.Respond to privacy requests specific to visitors, tenants or staff who have privacy violation complaint.Provide oversight and direction to Administrative Services and Records & Info Management functions. Supervise two employees in related positions, which includes timekeeping; training; planning, assigning, and directing work; and resolving problems.Work cross functionally to address information governance issues, collaborating with records management and IT.Improve administrative and compliance service delivery, focusing on digital transformation and automation. Continually enhance internal processes, workflows, and operations to streamline departmental programs.Build staff capacity to support comprehensive administrative management functions, including federal reporting, privacy, records management, and compliance audits.Serve as the delegate to the Senior Agency Official for Privacy and Senior Agency Official for Records Management (COO responsible for both designated roles).Other duties as assigned.Supervisory Responsibilities

Directly supervises a team of up to 2 full-time professionals.Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include providing feedback, coaching, and guiding professional development of individual staff members; planning, assigning, and directing work; appraising performance; authorizing time off; addressing complaints and resolving problems; and as needed, interviewing, hiring, and training new employees.Required Qualifications

Bachelor's degree in business administration, public administration, or a related field.A minimum of 8 years of progressively responsible experience in a leadership role, overseeing a broad range of administrative functions, including at least 3-5 years leading a team.Proven track record in supervising or leading teams, particularly administration and facilities management professionals.Demonstrated expertise in federal regulations and compliance applicable to privacy, records management.Experience in operational planning, including the ability to conduct analytical studies for operational improvements, and the development, coordination, and execution of facilities master plans.Proven ability to manage budgets and lead cross-functional teams to achieve organizational goals.Expertise necessary to develop and maintain necessary administration Key Performance Indicators that inform direction of department plans and agency strategic direction.Proficiency in the use of standard automated systems with advanced proficiency in Microsoft Office Suite and familiarity with administration management software and systems.Strong leadership, communication, and interpersonal skills, capable of building effective teams and fostering a culture of collaboration and excellenceDesired Qualifications

Professional certifications in privacy, records management, administration.Advanced degree in public administration, business administration, or a related field.Experience in office management and coordination with contractors and external agencies.Strong communication and negotiation skills.Strong analytical, problem-solving, and project management skills.Excellent interpersonal skills, capable of effective collaboration and training across all organizational levels and fostering innovation in administrative processes.Ability to manage multiple projects and priorities in a dynamic environment.A sense of humorA love for national parks, especially the Presidio!
