Job Title: HICON STRATCOM Subject Matter Expert (SME), NATO-JWCLocation: Joint Force Training Centre, Bydgoszcz, Poland - Bydgoszcz, 85-915 PLNATO Joint Warfare Centre, Stavanger, Norway - Stavanger, 11 4068 NO (Primary)Norfolk, VA - Norfolk, VA 23501 USCategory: ContractorsSummary:Yorktown Systems Group is seeking a qualified HICON STRATCOM Subject Matter Expert (SME) to support NATO’s Joint Warfare Center’s (JWC) high priority exercises. JWC’s mission is to deliver high value exercises to NATO Command Structure and Force Structure entities and organizations in accordance with direction and guidance received from Allied Command Transformation (ACT) as well as SACEUR’s Annual Guidance for Exercise (SAGE) and the Military Training Evaluation Plan (MTEP). JWC employs a matrix-management organizational structure with staff Directorates and Divisions comprising the vertical component, and multi-year Exercise programs, led by Program Directors, providing the lateral component. By managing the multi-year Exercise programs, the Program Directors coordinate JWC’s contribution and support to NATO’s exercise and training program. The provider will be required to develop, produce, deliver, and archive new settings and scenarios, and update / review and deliver existing settings and scenarios, to include necessary consultation that complement and support the work carried out by JWC’s Scenario Branch. The ambition is to leverage professional, forward-thinking Provider(s) with the ability to bring creativity, novel design thinking and industry best practices to JWC’s business functions of designing, developing, and delivering exercise settings and scenarios, as well as directly supporting the delivery of NATO’s Major Joint Exercise Program.Specific duties may include, but are not limited to:Bring NATO STRATCOM experience of NATO Joint Strategic and Operational level to JWC exercises.Contribute to the development, refinement, and delivery of the JWC political military, strategic and operational level information and products tailored to the Training Audience, with a focus on STRATCOM activities.Throughout all phases of the exercise, review and respond to TA-generated activities and products related to STRATCOM products and processes.Ascertain that the TA is synchronized with a realistic, relevant coherent STRATCOM campaign in general.Act as the political-military focal point for the training audience for STRATCOM matters during exercise preparation and execution.Quickly read, digest, analyse and understand the STRATCOM situation as depicted in the scenario documentation provided by the JWC.Understand and provide recommendations for improvement of STRATCOM within the scenario.Understand and analyse developing training audience plans and documentation and their impacts on STRATCOM. Additionally, taking this analysis for advice in meetings with the training audience during the exercise, whether face to face, by VTC, phone, email or letter.Be prepared to perform additional duties as directed by Chief HICON.Job Requirements:Higher civilian, military or equivalent education/degree relevant to communications or 6 years equivalent working experience.Demonstrate 3 years’ experience in the last 6 in communications and public relations to include STRATCOM experience on ministerial department level (or equivalent international level (e.g. NATO HQ)) or as a member of the JWC HICON team.Ability to compose, edit, contribute to and comprehend collaborative texts in advanced English language reflecting the terminology and form of the respective subject matter area of expertise at senior staff level (e.g. NATO HQ, SHAPE or national equivalents).Demonstrate 3 years’ experience in the last 6 in briefing senior leaders/decision makers at the governance level in a National or Multinational environment.Working knowledge of Microsoft Office (MS Word, MS PowerPoint, MS Outlook) and TOPFAS and JEMM (not a disqualifying requirement).Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 4444 - Listening, Speaking, Reading, and Writing) or equivalent.Clearance:
Must possess an active NATO or U.S. SECRET or higher security clearance.Location:
