IT Project Manager in Long Island City, NY

The New York City Department of Health and Mental Hygiene (“NYC Health Department” or “the Agency”) is seeking qualified project managers to work both in-person and, if needed, remotely.Individuals assigned as Project Manager Level I would have the following credentials, experience, and capabilities:A bachelor's degree in Information Technology, Computer Science, or a related field.A minimum of 3 years of experience in each of the following areas, with greater consideration given to contractors/project managers with more than 5 years of experience:

Serving in an IT project manager role, leading complex, enterprise-wide technical and/or business initiatives.Creating project management artifacts, including project charters, project plans, timelines (MS Project or other project management software), requirements documents, project and resource planning documents, deployment plans, support plans, risk management and mitigation plans, and conversion plans.In requirements gathering, business analysis, use case development, and creation of functional requirements documents.

A minimum of 3 years of experience in IT network architecture, protocols, and best practices, with an understanding of the unique requirements of health lab facilities.Experience working with network infrastructure vendors, contractors, and specialized healthcare equipment providers.Proficiency in project management tools and software.Excellent organizational and leadership skills.Effective communication and interpersonal abilities.Currently hold PMP, PMI, or related project management certifications.Must be able to work both on-site and, if needed, remotely.Individuals assigned as Project Manager Level II would have the following credentials, experience, and capabilities:A bachelor's degree in Information Technology, Computer Science, or a related field.A minimum of five years of experience in each of the following areas, with greater consideration given to contractors/project managers with more than 7 years of experience:

Serving in an IT project manager role, leading complex, enterprise-wide technical and/or business initiatives.Creating project management artifacts, including project charters, project plans, timelines (MS Project or other project management software), requirements documents, project and resource planning documents, deployment plans, support plans, risk management and mitigation plans, and conversion plans.In requirements gathering, business analysis, use case development, and creation of functional requirement documents.

A minimum of five years of experience in network architecture, protocols, and best practices, with an understanding of the unique requirements of health laboratory facilities.Experience working with network infrastructure vendors, contractors, and specialized healthcare equipment providers.Proficiency in project management tools and software.Excellent organizational, collaborative, and leadership skills.Effective communication and interpersonal abilities.Currently hold PMP, PMI, or related project management certifications.Must be able to work both on-site and, if needed, remotely.A minimum of three years of experience with clinical and laboratory environments. Greater consideration would be given to contractors with public health experience.Experience with Laboratory Information Systems (LIS), instruments, and devices.A minimum of two years of team lead experience.Scope of Services:The Contractor/Project Manager I and Project Manager II would perform a variety of services for an expected 35-40 hours per week, both in-person at various NYC Health Department locations and, if needed, remotely, including but not limited to:Evaluating technologies, platforms, and tools needed for project implementation considering factors like compatibility, scalability, and security.Overseeing the implementation of development methodologies such as agile, scrum, or waterfall, depending on project needs.Planning and coordinating the deployment of IT infrastructure, including servers, networks, and databases to support project requirements.Managing the integration of various IT systems, applications, and components to ensure seamless communication and interoperability.Identifying and mitigating technical risks that could impact project success, such as software bugs, security vulnerabilities, or compatibility issues.Establishing and fostering relationships with assigned internal clients and stakeholders.Working with vendor(s) that will be providing equipment and other services related to the project to ensure that their devices are NYC Health Department IT and OTI approved. If devices are not approved, work with the various NYC Health Department/OTI teams to obtain the needed approvals and installations.Leading contract management efforts with vendors if upgrades are required to meet cyber security requirements.Leading software and hardware upgrade projects, as needed.Coordinating efforts to get devices installed so that testing and scans can be performed. Developing a rollout plan and overseeing deployment into non-production and production environment(s).Developing a support plan for each of the vendor device(s).Maintaining and updating the project schedule on a regular basis.Updating NYC Health Department's project management tool with status and budget information.Triage issues and manage support for IT applications.Conducting status meetings and ensuring proper articulation and reporting of project status updates to stakeholders and executive management.Level I Project Managers will perform the above tasks under the guidance of the more senior Level II Project Managers.In addition to the above, Level II Project Managers exclusively would:Handle the strategic planning and end-to-end project management.Lead large teams, including PM Level Is and multiple departments.Ensure projects align with goals.
