Director, Business Development

Prometheus Federal Services (PFS), a trusted partner to federal health and social services, is seeking a dynamic Director to assist Senior Management to help grow the company to the next level. This role effectively encompasses two primary areas of operational responsibility, Business Development and project delivery support.The candidate is responsible for supporting the Growth Team in capture management, proposal development and management, and deployment of technical teams and subject matter expertise covering a broad range of portfolio capabilities. This includes managing day-to-day contract vehicle Project Management Office (PMO) activities, partner management, database management, developing and maintaining templates, tools and processes, etc. and supporting the proposal development lifecycle. The proposals are for Federal government pursuits across multiple markets, but focused primarily in the U.S. Department of Veterans Affairs (VA) and U.S. Food and Drug Administration (FDA). Proposals may vary in size from small to large, and execution may require a variety of solutions.The candidate also provides subject matter expertise to support project delivery, as needed, and supports the stand-up of new markets.

Essential Duties and Responsibilities

Support the execution of best practices across Business Development activities and platforms to position PFS in growth activitiesCoordinate on activities with Business Development, Pricing Leads, Capture Managers, Opportunity Technical Leads, Marketing, Proposal Managers, and Executives related to qualified opportunitiesWork closely with cross-functional teams for opportunity identification, qualification and maturation to assist PFS in determining pursue no pursue decisions and subsequent capture activitiesSupport customer contact and positioning; teaming interactions; and coordination with other internal business development resourcesSupport the development of processes, frameworks, and best practices for proposal design and development tacticsParticipate in upkeep of business development reference materials (e.g., past performance, resumes, proposal content, graphics).Provide Proposal Management support, including:Manage the full life cycle of RFP analysis, response development, writing, and submissionManage and/or write the technical proposal sections, RFI responses, white papers, resumes, past performance citations, or other proposal narratives in response to solicitationsInterpret RFP requirements for compliance mappingDevelop proposal templates, outlines, compliance matrices, resource assignments, and related checklistsDevelop and manage the proposal schedule, and report on progressResearch, organize, and document solutions and contentResearch and help collect/develop re-usable material for individual authorsCoordinate, prepare for, participate in, and document (e.g., notes, action items) proposal meetings and reviewsEnsure submissions are accurate, complete, and compliant with RFP requirements and editorial specifications, as well as corporate quality and branding standardsProvide subject matter expertise in project deliverySupport the stand-up new marketsMinimum Qualifications

Master’s degreeMinimum of ten (10) years of related experienceMust have prior Business Development Government contracting experienceProven reputation for being able to build and work within high performance teams in a matrix-management environmentProven and successful track record working with and supporting VA customersThe successful candidate will be able to reference a portfolio of submittals and awards that include experience in all types of government contracts (FFP, T&M, Cost Plus) and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.)Must have highly effective interpersonal skills to carry- out daily interactions with technical leaders and business executives, with the customers, and with teammates and subcontractorsAuthorized to work in the U.S. indefinitely without sponsorshipAbility to obtain a public trustAll qualified applicants will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity or national origin.This position may be subject to client or government vaccination and masking guidance, policy or requirements as may be changed from time to time.Work location is flexible if approved by the company except that position may not be performed remotely from Colorado.
