Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Knowing how to successfully operate within a budget and drive fiscal responsibility through the organization is vitally important to the organization's success.QUALIFICATIONSRequired:Ten (10) years of related experience, four (4) of which were spent in a supervisory capacityA bachelor's degree with at least one (1) year of accounting unitsPreferred:Certification as a CPPESSENTIAL FUNCTIONSDemonstrates the Telecare mission, purpose, values, and beliefs in everyday language and contact with the internal and external stakeholdersPlans, organizes, directs, and controls the payroll servicesUtilizes management practices that empower staff and provide clear expectations regarding duties assigned to employees, with frequent feedback focusing on both positive and problematic aspects of work performance.Promotes and maintains harmonious and effective relationships and communications within the department and with other departments and facilitiesAssists in the formulation of Corporate fiscal policies and procedures and regularly monitors compliance by the programsCollaborates with Corporate and program administrative staff in strategic planning activitiesReviews and analyses corporate and program fiscal policies and procedures related to payroll and makes recommendations for revisions and methods to increase efficiency and effectivenessEstablishes staffing requirements and assignmentsEstablishes and maintains the job specifications and descriptions for assigned staffOrients and trains new and existing staffProvides direction and policy interpretation to Regional and Program staff on payroll mattersEnsures compliance with financial policies and procedures related to payrollCoordinates the efforts of the Payroll Department with other departments; promotes cost-effective use of personnel, supplies and equipmentCoordinates the payroll function, ensuring appropriate control procedures are established and followedMaintains accurate records associated with payroll, including paid days of leave, vacation, sick, and holiday payPrepares and files appropriate payroll and tax reportsActively participates in union contract review and modification during contract negotiationsResearches new State tax laws and sets up accounts in new states for remote employeesEffectively manages reporting systems in both Ultipro and Kronos environmentsParticipates in activities, including professional and trade organizationsDuties and responsibilities may be added, deleted, and/or changed at the discretion of management.SKILLSStrong management skills and the ability to prioritize and manage multiple tasks with minimum supervision are necessary.PHYSICAL DEMANDSThe physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is occasionally required to stand, walk, bend, reach and lift and carry items weighing 25 pounds or less as well as to frequently sit and to do simple grasping occasionally.
