Perform Government Furnished Equipment/Information (GFE/I) activities for the US Coast Guard Offshore Patrol Cutter (OPC) Acquisition Program.Develop documents for Interagency Acquisitions (IAAs) and Interagency Reimbursable Work Agreements (IRWAs).Coordinate the flow of Government Furnished Information (GFI) to Production Contractors to support the design, engineering, installation, and testing of systems on the specific Surface Programs.Prepare requirements documents, including the appropriate contract attachments, by attending Technical Scoping Sessions, researching equipment and system nomenclatures and descriptions, delivery schedules, interface design information, and other GFI, and identifying Installation and Check Out (INCO) kits.Review all Engineering Change Proposals (ECPs), Engineering Changes (EC), and ECPs/EC/TCTOs concerning changes to Government Furnished Equipment (GFE).Coordinate the GFE procurement & delivery schedules to meet required delivery dates in the shipbuilder’s production schedule and the post-delivery availability schedule.Assess the current variations of logistics data across surface acquisition programs to support the development of a single process and technical data repository that tracks the configuration items, logistics products, and parts lists for NTNO equipment installed on each Cutter.Qualifications

MA/MS degree with ten (10) years of experience supporting Major Acquisition Program(s) (DHS/USCG Level 1, DoD ACAT I or equivalent) in a change management and/or GFE/GFI management role.12 years of experience may be substituted for MA/MS degree. A Bachelor's degree plus 8 years work experience may be substituted for a Master's Degree.Experience in change management including Engineering Change Proposals (ECP).Experience with Physical Status Audits and Functional Status Audits.Experience developing, implementing, and testing SharePoint sites and creating and managing workflows in SharePoint.Experience in requirements development, implementation, and testing of automated CDRL processing tools.Experience in the planning, developing, and execution of acquisition efforts to complete acquisition related documents, internal/external business processes, contract requirements, and financial requirements at all stages of an acquisition programs life cycle, in accordance within the Major Systems Acquisition Manual (MSAM)/DOD 5000 series framework.Proficient with MS Office products specifically Access, Project, Visio, InfoPath, and NINTEX.Benefit and Compensation Transparency
