Unique among transportation organizations in the San Francisco Bay Area, VTA is Santa Clara County’s authority for transit development and operations (light rail and bus), congestion management, transportation-related funding, highway design and construction, real estate and transit-oriented development, and bicycle and pedestrian planning.DefinitionUnder direction, a Senior Human Resources Analyst supervises the work of professional level analytical staff and carries out senior-level professional human resources work involving a wide variety of human resources functions.Distinguishing CharacteristicsSenior Human Resources Analysts are assigned broad human resources program responsibilities and are expected to demonstrate a high level of technical expertise. Discretion is required in applying general goal and policy statements and in resolving organizational and service delivery problems. Latitude is necessary in administering a complex and sensitive area of responsibility.Typical TasksNot all positions perform all duties and not all duties performed are listed. Duties performed vary depending on the area of assignment.• Plans, assigns, directs, reviews, and evaluates the work of staff, programs, and functions;• Reviews and recommends changes to policies and procedures;• Assesses program effectiveness and makes recommendations for improvement;• Provides consultation and analyses/recommendations concerning human resources functions and issues;• Analyzes, investigates, and responds to issues in assigned functional area;• Ensures compliance with established policies and procedures and legislative requirements;• Serves as a member of the management team in meetings with collective bargaining groups;• Prepares and presents written and oral reports and statistical analyses;• Supervises, trains, motivates, assigns, evaluates, counsels and disciplines staff;• Determines the most suitable recruitment strategies and selection process designs;• Administers the recruitment, testing and selection program;• Conducts job audits and analyses of positions for classification, compensation, recruiting, and testing;• Provides technical support to superintendents, managers and supervisors regarding assigned program areas;• Performs related duties as assigned.Employment StandardsSufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree; and four (4) years of increasingly responsible experience performing journey-level human resources management and analysis for a public or private sector organization, with at least two years at the level of Human Resources Analyst, or equivalent.Experience in a lead or supervisory capacity is desirable.Knowledge of:• Human resource systems, techniques, practices, and functions, including employee relations, recruitment, classification, testing, selection, placement, career development, training and organizational development, equal opportunity programs, and employee and retiree benefits management;• Principles and practices of public personnel administration, management analysis, organization, budget, supervision, and communication;• Applicable state, federal, and local laws, rules, regulations, and court decisions;• Techniques for investigating, analyzing, and resolving internal and external complaints and employee grievances;• Principles of supervision, training, motivation, performance evaluation, and discipline.Ability to:• Use initiative and good judgment;• Communicate clearly and effectively, both orally and in writing;• Collect, interpret, and evaluate data of a complex and specialized nature;• Develop and implement policies, procedures, and guidelines consistent with Authority policies and interpret these to staff, other agencies, and the public;• Establish and maintain effective working relationships with employee associations, community groups, and individuals at all levels in a large, complex organization.Application and Selection ProcessIf you are interested in this opportunity, please submit a Santa Clara Valley Transportation Authority (VTA) application and responses to the supplemental questions to the Talent Acquisition Department
