JOB INFORMATION

Information Systems Analyst IV positions may supervise professional information systems personnel; coordinate the development, testing, implementation, and modification of complex information systems utilizing both internal and external Information Technology (IT) service providers as resources; perform business process analysis and modeling; perform research to identify hardware and/or software capable of meeting a requirements specification; provide hardware and software technical support to end users in the day-to-day operation of systems; lead IT activities; develop Statements of Work for Request for Proposals (RFP's) by documenting requirements for a business need; assist with development of department IT budget, including budget planning and budget forecast; and perform other duties as assigned.

NOTES:The following wage increase is scheduled to take effect for Information Systems Analyst IV: 2% effective 1/1/25.Eligible benefited employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).Information Systems Analyst IV employees may be required to lift up to 30 pounds and must have the ability to bend, squat, and crawl on the job.MINIMUM REQUIREMENTS

EDUCATION: Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.EXPERIENCE: Four years of full-time professional-level information systems planning management experience (within the last six years). Two years of qualifying experience MUST be at a level equivalent to an Information Systems Analyst II with the City of San Diego (a position that coordinates the development, testing, implementation, and modification of complex department information systems; provides hardware/software technical support to end-users in the day-to-day operation of systems; and supervises technical support personnel). Qualifying experience must include ALL of the following:

Information systems management.Information systems procurement.Information systems project management.Business process analysis and modeling.Providing technical assistance to users on major computer systems.Evaluating and analyzing organizational, procedural, and cost information and making recommendations for the development or modification of systems.NOTES:

The following are NOT considered qualifying experience: Information Systems Technician, Information Systems Analyst I, or equivalent with the City of San Diego; system user or super-user experience; repair technician experience; experience solely removing and/or installing discrete systems components; information/data systems experience gained more than six years ago.City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.LICENSE: A valid California Class C Driver License may be required at the time of hire.

HIGHLY DESIRABLE:

Experience managing outsourced service providers in compliance with service levels and IT contract terms and conditions.Experience with a central ticket management system to log, track, and drive to resolution and fulfillment of issues and requests.Experience in IT change management and leading a change control board (CCB) or change advisory board (CAB).Experience planning, supporting, and developing standards to integrate data, applications, and networks.Experience with tracking technology assets (e.g., desktop and laptop hardware, client software).Strong working knowledge of client operating systems and its integration into an enterprise environment (e.g., Microsoft Windows 10, Active Directory).Experience working with cloud services and its environment (e.g., Amazon GovCloud, Azure).ITIL Foundation training and/or certification.PMP certification.REQUIRED DOCUMENTS (MUST SUBMIT WITH APPLICATION):
