is seeking a
Grants Under Contract Consultant to support the IDEAS
project. This consultancy will support the IDEAS team and consortium partners to design and implement Grant Under Contracts for various buy-in activities under the IDEAS mechanism.
This position will support the Innovation Design, Execution, and Acceleration Support (IDEAS) Activity: Led by EnCompass with our partners, DT Global, Challenge Works, and Itad, IDEAS supports ITR/I's mission of increasing the adoption of high-impact development and humanitarian solutions. We bring together diverse, nontraditional partners to discover, test, and scale breakthrough evidence-based approaches, methods, and technologies. Our IDEAS team brings expertise in leading open innovation programs, engaging innovators at a global scale, managing challenge grants and prizes, and leveraging evaluation, learning, and knowledge management in service of sustainable development.
Position Duties and Responsibilities
Essential functions:
Reviewing and Updating Manuals and Templates: Update Grants Manual and Templates with new USAID regulations. Update Grants Manual based on implementation experiences Create new templates or revise as needed Train Partner Staff and Grantees:
Train consortium staff on topics such as Milestone Creation, Grant Management, Grant Evaluation, and the EnCompass Grants Management System Train Grantees on USAID compliance in Grant Kickoff Meeting. Create training materials as needed Review and Advise on Solicitations:
Advise program managers on the most appropriate solicitation type, process, etc. for the envisioned activities Provide review and feedback on draft solicitations Respond to questions and requests for assistance during design of activities Review and Advise on Solicitations:
Advise program managers on the most appropriate solicitation type, process, etc. for the envisioned activities Provide review and feedback on draft solicitations Respond to questions and requests for assistance during design of activities Set up Grants Management Systems
Configure the EnCompass grants management systems for specific applications Lead Evaluation Committee Meetings
Facilitate Grant Evaluation Committee Meetings including a scan of the application for completeness, preparing for meeting, and summarizing meeting. Advise on any questions from the evaluators to preserve the competitive process. Due Diligence and Grant Packages
Conduct Due Diligence for prospective grantees. Prepare Grant Packages or review Grant Packages for HO/USAID CO submission. Position Requirements

Academic Qualifications
Bachelor's degree required Required:
10 years' experience supporting or managing USAID projects in finance and operations Expertise on all relevant USG rules and regulations related to Grants Under Contract Specific Grants Under Contract experience and training Experience creating new training programs, Experience training and capacity building staff to administer grants Experience with various grants management systems and software.
