Summary
The Public Works Director directs and administers the activities of the Public Works Department, including Building and Property Services, Engineering, Project and Construction Management, Streets and Traffic, Waterworks Utility, Sewer System and Wastewater Treatment, Surface Water Management, Solid Waste, Recycling, Fleet Management Equipment Rental and the Safety Program. The Director is responsible for determining major departmental policies, programs involving decisions on complex administrative and professional engineering matters. This position is appointed by the Mayor.

Minimum Qualifications
Bachelor's degree in Civil Engineering, or Masters in Business Administration or Masters in Public Administration or a comparable degree plus ten (10) years directly-related experience or an equivalent combination of related education and experience. Minimum of five years of supervisory experience required

- Lead the Public Works Department, delegate responsibility and appropriate authority to assigned staff. Monitor work to assure the timely and accurate completion of the full scope of the Department's responsibilities.
- Advise Mayor and elected officials on best practices and strategies for Public Works and provide information, data and advice needed to develop and implement public works and utility management strategies and capital improvement plans. Direct the engineering and construction of public works utility infrastructure improvement and City capital projects.
- Lead Department-wide long range, strategic planning activities. Prepare and recommend objectives, methodologies, and associated schedules.
- Develop and administer budgetary requirements for short and long range resource allocation levels for personnel, services, supplies, capital equipment, facilities acquisition, maintenance, and repair for the department and for City capital improvement projects.
- Respond to inquiries from officials, staff, outside agencies and the public. Provide direction in policy development of budget priorities, contract negotiation strategies, capital improvement programs, etc.
- Evaluate departmental organization, personnel distribution, and project requirements and implement the most efficient and effective utilization of available personnel.
- Work collaboratively with City Leadership.
- Act as the City Engineer, or delegate the responsibility of City Engineer, in accordance with state and local law.
- Direct and implement changes to department services and funding levels, operating policies, standards, procedures, and rules. Monitor budget and service contract compliance control systems. Establish work methods, select operating systems, equipment, and procedures. Review reports on department activity and operations.
- Attend meetings and conferences as City representative with agencies, associations, public utilities, civic, and professional groups.
- Make policy interpretations and assist staff in the application of laws, regulations, and standards to Department work.
- Assure the availability of adequate staff, equipment, and facilities.
- Develop and mentor staff. Recognize superior job performance. Prepare and conduct oral and written employee performance evaluation. Foster high performing teams.
- Study equipment needs with subordinate staff and other department heads and make recommendations for replacement and renewal of equipment.
- Prepare City Council meeting items and make presentation to the City Council on departmental issues.
