Description

Responsible for the operations and maintenance of public works infrastructure (water, sanitary sewer, streets, drainage, parks, and traffic infrastructure). The purpose of this position is to supervise and help coordinate departmental operations and oversee projects to enhance the City's infrastructure. The Director of Public Works assists in monitoring the performance of the infrastructure systems of the City, daily operations, managing projects, and supervising personnel. Performs other duties as assigned.

Examples of Duties

  • Manages department operations by providing leadership to divisions, monitoring and evaluating the efficiency and effectiveness of methods and procedures, reallocating resources as needed, working with employees on improvements to City services, participating in the development and implementation of goals, objectives, and priorities, and developing and evaluating standard operating procedures.
  • Assists with the development and administration of divisional budgets by recommending the appropriate services and staffing levels, forecasting additional funds needed for personnel, equipment, materials, contracts, and supplies, approving expenditures, and recommending and implementing budget adjustments.
  • Manages projects by assisting with planning, developing, and executing infrastructure projects, researching and making recommendations concerning development projects, facilitating pre-construction meetings, and working with project engineers, inspectors, and contractors to resolve problems.
  • Supervises personnel by assisting with selecting and hiring new employees, coordinating training for department personnel, evaluating work performance, assisting employees, correcting deficiencies, and implementing disciplinary and termination procedures when necessary.
  • Participates in infrastructure master planning from an operational perspective, assisting in the development of water, sewer, street, park, solid waste, emergency management, and drainage plans, monitoring the capital improvement budget, assisting in the implementation and execution of capital improvement projects and developing comprehensive infrastructure maintenance plans.
  • Uses safe working practices in the performance of duties and ensures proper safety practices are used by all operators.
  • Represents the City with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
Typical Qualifications

MINIMUM JOB QUALIFICATIONS:

EDUCATION & EXPERIENCE

A Bachelor's degree in a relevant field or equivalent work experience may be substituted (two years of relevant experience for every year of college) and a minimum of five years of public works experience, including three years of supervisory experience is required. Experience with safety, training, operation, and maintenance of equipment.

LICENSES & CERTIFICATIONS

Valid Texas class C driver's license is required with a good driving record.

PREFERENCES:

Registered Professional Engineer (Salary TBD)

TCEQ Class B Water and Class B Sewer License

ABILITIES, KNOWLEDGE, AND SKILLS
Abilities in the following:
  • Ability to supervise field and para-professional personnel. Knowledge of principles and practices of supervision, training and performance evaluation; pertinent federal, state and local laws, codes and regulations pertaining to public works design, construction and civil engineering.
  • Ability to manage, direct and coordinate the work of assigned technical and clerical personnel; supervise, train and evaluate assigned staff; implement goals, objectives and practices for providing effective and efficient public works operations. Analyze problems, identify alternative solutions, and project consequences of proposed actions and implement recommendations in support of goals. Ability to manage multiple priorities and keep informed on project status.
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work including City and other governmental offices, community groups and the general public.
  • Ability to identify and write departmental work practices in compliance with public works accreditation process and applicable laws and regulations.
  • Ability to evaluate, analyze, implement, and manage work management software programs.
Knowledge in the following:
  • Knowledge of street and park maintenance is required, as is substantial knowledge regarding supervisory techniques.
  • Knowledge of street, sewer, water, parks, building care, equipment maintenance methods and procedures
  • Knowledge of traffic laws and regulations involved in equipment operation; knowledge of occupational hazards and safety precautions associated with the operation of tools and equipment.
  • Knowledge of federal, state, and local requirements pertaining to public utilities systems.
  • Knowledge of construction operational hazards and applications of safety precautions.
  • Extensive knowledge of public works principles, practices and techniques for water operations and construction, and safety procedures and techniques.
  • Understanding of computers and related equipment, hardware, and software.
  • Extensive knowledge of the principles and practices of public works planning, development and operations.
Skilled in the following:
  • Maintaining effective communication and working relationships with internal and external stakeholders.
  • Identifying and resolving operational, technical, and procedural problems.
  • Preparing clear written and verbal reports.
  • Planning and determining priorities.
  • Contributing to the accomplishment of work group goals, objectives, and activities.
  • Designing laying out and preparing sketches for information and control systems.
  • Estimating materials, parts, and equipment to complete assignments.
  • Reading and interpreting manuals, specifications, drawings, and blueprints.
  • Reading and interpreting meters, gauges, charts, and a variety of instruments.
  • Reading and interpreting design, PID, control, and electrical drawings.
  • Understanding of computers and related equipment, hardware, and software.
  • Basic programming and design for public utilities information systems, and advanced trade mathematics.

Supplemental Information

Ability to lift up to 40 pounds on a regular basis.

Visual acuity, speech and hearing, hand/eye coordination, and manual dexterity necessary to operate tools and equipment associated with the job.

Occasionally filed work, may be subject to outside weather conditions such as wet and/or humid conditions, extreme heat and/or extreme cold.

Must be able to pass a drug and/or alcohol screen.
